OF CONFERENCE CALL HELD ON AUGUST 3, 2011, BETWEEN THE U.S. NUCLEAR REGULATORY COMMISSION AND ENTERGY NUCLEAR OPERATIONS, INC., REGARDING THE NON-EQ INACCESSIBLE MEDIUM-BOTAGE CABLE PROGRA FOR INDIAN POINT NUCLEAR GENERATING STATION, UNITS 2 AND 3 Representatives of the U.S. Nuclear Regulatory Commission (NRC or the staff), and representatives of Entergy Nuclear Operations, Inc., (Entergy or the applicant), held a conference call on August 3, 2011 to discuss the applicants letter dated July 27, 2011 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML11215A128). Specifically, the staff questioned the applicant on the UFSAR revisions in LRA Sections A.2.1.22 and A.3.1.22. The staff was unclear if the revised Non-EQ Inaccessible Medium-Voltage Cable Program as described in LRA Sections A.2.1.22 and A.3.1.22 would include event driven inspections (such as heavy rain or flooding). The applicant indicated that the periodic inspections completed as part of the Non-EQ Inaccessible Medium-Voltage Cable Program would be determined based on operating experience. The staff indicated that Non-EQ Inaccessible Medium-Voltage Cable Program would have to ensure that water accumulation would not submerge underground cables and that even if periodic inspections were done frequently, if there were not accomplished when the cables are most likely to be submerged then there was a potential that the cables would be exposed to an environment that they were not design to withstand. The applicant stated that it would review the submittal and revise the p Non-EQ Inaccessible Medium-Voltage Cable Program as needed.

The applicants letter proposed to do the analysis for Indian Point Nuclear Generating Station Unit No. 3 several years after the implementation schedule for the inspections. The staff questioned the applicant on how the proposed implementation was acceptable since the analysis would need to be completed in order to support not completing the inspection. The staff also noted that the implementation schedule for Commitment 43 was extended 10 years for each unit from the previous letter which was dated March 28, 2011 (ADAMS Accession No. ML110960360). The applicant stated that it would review the submittal and revise commitments as needed.
