Dear Ms. Fleming,

This email is to acknowledge the receipt of Holtec Decommissioning Internationals, LLC (HDI) submittal (HDI-IPEC-22-076) docketed on November 2, 2022 (Agencywide Documents Access and Management System [ADAMS] Accession Number ML22306A126), requesting the U.S. Nuclear Regulatory Commission (NRC) to review and approve an amendment for an amendment to revise the 10 CFR Part 50 Renewed Facility Licenses (FLs) and Appendix A Permanently Defueled Technical Specifications (PDTSs) and IP3 Appendix C, Inter - Unit Fuel Transfer Technical Specifications, (Appendix C TSs) to reflect removal of all spent nuclear fuel from the IP2 and IP3 Spent Fuel Pits (SFPs) to dry cask storage within a site controlled Independent Spent Fuel Storage Installation (ISFSI).

As part of the acceptance review of your submittal, the NRC will provide a preliminary review, hours, and anticipated completion date based upon our current review schedules. Your request has been assigned Enterprise Project Identifier L-2022-LLA-0160. Please reference this number in any future correspondence associated with this request.

The NRC staff will evaluate your submittal and determine if the HDI application contains sufficient information to allow the staff to complete the detailed review. If the application does not contain sufficient information for the staff, then a Request for Supplemental Information (RSI) will be issued, and the staff will provide HDI an opportunity to discuss the RSI and to clarify a final resolution.

In accordance with 10 CFR 2.390 of the NRCs Agency Rules of Practice and Procedure, a copy of this letter will be available electronically for public inspection in the NRC Public Document Room or from the Publicly Available Records component of the NRCs ADAMS. ADAMS is accessible from the NRC website at: http://www.nrc.gov/reading-rm/adams.html (the Public Electronic Reading Room).
