Dear Ms. Fleming,

By letter dated December 19, 2019 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML19354A698), Holtec Decommissioning International, LLC (HDI), submitted a Post-Shutdown Decommissioning Activities Report (PSDAR) and associated Decommissioning Cost Estimate for the Indian Point Energy Center (IPEC),

which consists of Indian Point Nuclear Generating Units 1, 2, and 3, to the U.S.Nuclear Regulatory Commission (NRC). HDI submitted the PSDAR pursuant to Title 10 of the Code of Federal Regulations (10 CFR), Section 50.82(a)(4). HDI developed the IPEC PSDAR using the Regulatory Guide 1.185, Revision 1, Standard Format and Content for Post-Shutdown Decommissioning Activities Report (ADAMS Accession No. ML13140A038).

The NRC staff is reviewing the PSDAR and has determined that the following additional information is required to complete its review.

On December 16, 2021 the draft RAI questions were sent to you to ensure that they were understandable, the regulatory bases for the questions were clear, and to determine if the information was previously docketed. Teleconference was held on January 4, 2022 with your staff to clarify the RAI questions. HDI stated they would respond to the RAI within 30 days of the date of this email.
