DPR-24 and DPR-27 Transmittal of Background Information to Support License Amendment Request 261 Interconnection System Impact Study To support NRC review of the Point Beach Nuclear Plant (PBNP) License Amendment Request 261 for an Extended Power Uprate (EPU), FPL Energy Point Beach, LLC is providing the following document: Interconnection System Impact Study Report, 106 MW Nuclear Generation Increase (53 MW each at Point Beach Generators 1 and 2) Manitowoc County, Wisconsin, Revision 3, dated December 17, 2008.The study was prepared by American Transmission Company (ATC), the transmission grid owner/operator for PBNP. The report provides the system impact study required by the Midwest Independent System Operator (MISO) for the PBNP EPU.In order to address the thermal and stability limits of the transmission grid that will be associated with the implementation of the PBNP EPU, a combination of interim or final requirements including breaker protection improvements, installation of a switching station, line segment upgrades, and operating restrictions will be implemented.

The report addressing interim requirements is not yet finalized.

G833/G834 Interim Operation and Impacts Report, 106 MW Nuclear Generation Increase (53 MW each at Point Beach Generators 1 and 2), ManitowocCounty, Wisconsin, dated December 30, 2008, prepared by ATC is currently under review and comment by FPL Energy Point Beach, LLC. These requirements are being addressed to allow PBNP to operate either unit at EPU conditions.

License Amendment Request 261, Attachment 5, Licensing Report Section 2.3.2, contains Offsite Power System review for the proposed EPU.An FPL Group company Document Control Desk Page 2 This enclosure is being provided as information only and will be revised by ATC in the future,.based on updates to the main generator ratings and outputs from the generator excitation model planned to support the PBNP EPU, which were provided to ATC. The revised Interconnection System Impact Study Report and the final Interim Operation and Impacts Report will be provided to the NRC within 45 days of receipt.Questions concerning the enclosure should be directed to Mr. Steve Hale, EPU Licensing Manager, at 561/904-3205.
