Dear Mr. Hale:
During a phone call between NextEra Energy Point Beach and NRC technical staff in the Health Physics & Human Performance Branch, you requested that the NRC determine the acceptability of evaluating the consequences of a WGDT release based on the assumed percent failed fuel that would be comparable to the Technical Specification for reactor coolant activity (.5 uCi/gm DEI, equivalent to approximately 0.133% failed fuel). You noted that this had been an acceptable approach for other Chapter 15 Design Basis Accidents.
Further discussion with the NRC staff in the Accident Dose Branch verified that this approach is acceptable and is a consistent staff position which was used during the review of the AST license amendment request. Therefore, the staff has determined this would be an acceptable assumption for the WGDT analysis.
