Dear Sir or Madam:

This email provides Energy Northwests response to a query made by Mr. Chris Staab (NRC) to Mr. David Kania (Energy Northwest) on 11/17/08. Specifically, Mr. Staab requested clarification on item number 3 (of Reference 2) as to when a replacement package will be available for use at Columbia Generating Station (Columbia) and to expand the response to item number 4 (of Reference 2) to identify safety inspections and tests that will be performed at Columbia to ensure that the package is in unimpaired physical condition.

Energy Northwest Response:

As presented in Reference 2 for item number 3, the upcoming installation of the new Energy Solutions Self Engaging Dewatering System is expected to be installed sometime after February 2009. Construction and installation delays may occur but are not expected to extend beyond June 30, 2009. To further clarify the information provided in Reference 2, it should be noted that the Energy Solutions Self Engaging Dewatering System uses liners for resin processing that are compatible with Energy Solutions package model: CNS 8-120B, package identification number USA/9168/B(U).

Energy Northwest will convert to using the NRC approved 8-120B transportation package when the new system installation has been completed, on or before June 30, 2009.

As presented in Reference 2 for item number 4, Energy Northwest proposed using the existing Certificate of Compliance (CoC) requirements for use of the 10-142 cask, with no additional inspections or tests. To further clarify, Energy Northwest will perform the following procedurally mandated actions to ensure the 10-142 cask is in unimpaired condition and complies with the CoC:

A Washington State Patrol Commercial Vehicle Safety Authorization (CVSA)

Inspection; Assure documentation shows leak check and gasket replacement within the past 12 months;

Visual inspection of tie-down lugs and shackles or other attaching devices on cask and trailer for cracks and wear that could affect their strength; Inspect tie-down ratchets/turnbuckles to ensure they are in proper working condition and that ratchet sprockets are properly lubricated; Cask Interior, Gaskets & Closures will be visually inspected to ensure no significant defects such as:

  • Gaskets should be fully secured, not cut, ripped or gouged, resilient without permanent deformation and free of debris, dirt and grease. A light coating of high quality vacuum grease may be applied to sealing surfaces.
  • Cask has no free standing water, obstructions or significant damage (no cracks, punctures, holes or broken welds)
  • Secondary lid gasket and Dust Seal if removed
  • Ball lock pins
  • Primary lid fasteners
  • Secondary lid fasteners if removed; A leak rate test will be performed; and Prior to shipping after the package is assembled a final overall safety inspection will be performed on the package, trailer, and power unit.
