Don,

The purpose of this email is to inform you that: (1) I will be your main point of contact (Frankie Vega transitioned to another part of our organization), (2) the NRC staff has finalized its completeness (similar to an acceptance) review of the Columbia 50.54(f) seismic probabilistic risk assessment (SPRA) submittal (ADAMS Accession No. ML19273A907), (3) the submittal has sufficient information to proceed with our review, and (4) information be provided on the Columbia SPRA ePortal audit folder (Certrec) to support the staffs detailed review of the submittal.

Completeness Review

The staff has completed its Stage (1) review and has determined that sufficient information has been provided to proceed to Stage (2).

The tentative review schedule for the staffs review can be found below.

Proposed Review Timeline (subject to change pending on the progress of the review)

Stage (1): Completeness Review - DONE

Stage (2): Verify that the SPRA is suitable for decision-making and to develop a recommendation for regulatory action Prepare first draft of the Technical Review Checklist (ADAMS Accession No. ML17041A327) - January 2020 Have clarification call with licensee (if needed) - January 2020 Updated Technical Review checklist using responses to clarification questions and have tentative recommendation - February 2020 Technical Review Board Briefing - March 2020 Senior Management Review Panel (SMRP) Briefing - April 2020 Issue Staff Response Letter - May 2020, unless SMRP concludes that further evaluation (Stage 3) is needed

Request for ePortal Information

The staffs review of the SPRA report follows the generic audit plan dated July 6, 2017 (ADAMS Accession No. ML17177A446). The audit process is used to confirm statements in the SPRA submittal. To support the audit review, please upload the following submittal references (or portions) and supporting information to your ePortal:

1. Seismic Fragility Evaluation of CGS Structures, Systems and Components, SG&H Report No.

168059-R-04, Revision 2 (Reference [37])

2. Seismic Response Analysis of CGS Structures, SG&H Report No. 168059-R-03, Revision 2 (Reference [34])
3. Seismic Fragility Update for Revised Seismic Hazard of CGS, SG&H Report No. 168059-R-05, Revision 0 (Reference [71])
4. Criteria Document for the CGS Fragility Evaluation, SG&H Document No. 168059-CD-01, Revision 4 (Reference [33])
5. CGS SPRA: Contact Chatter Report, Revision 1, 2019, Enercon Services Inc. (Reference [25])
6. Seismic Walkdown of CGS, SG&H Report No. 168059-R-02, Revision 2 (Reference [29])
7. Dynamic Geotechnical Engineering Properties, Bechtel Calculation 25709-000-K0C-0000-00001, Revision 0, 2014 (Reference [8])
8. SPRA Peer Review Reports (Full-Scope, Focused-Scope, and Close-Out, as applicable)

(References [6], [65])

9. SPRA Plant Response Notebook and Human Reliability Analysis Notebook (References [52])
10. SPRA Quantification Notebook (Reference [57])
11. PRA Modeling Notebook
12. Seismic-Induced Fire and Flood Assessment (References [52])
13. Uncertainty and Sensitivity with supported fragility evaluation (References [57], [37])
14. Internal Events PRA Peer Review Report (Full-Scope, Focused-Scope, and Close-Out, as applicable) (References [68])
15. Confirmation that the licensees SPRA model incorporates the latest resolutions to all IEPRA peer review finding level F&Os (open as well as closed). Provide justification that the exclusion of those resolutions from the SPRA as well as dispositions of open findings does not significantly change the corresponding results.

Please feel free to give me a call if you have any questions regarding this email of if you would like to discuss this email.

We may have additional information needs in the near future and we will communicate those as the review progresses.

It will be very helpful to know when these are uploaded to the Columbia SPRA audit folder in Certrec.

Thanks in advance.

Respectfully,

Milton Valentín, PM Beyond Design Basis Management (Fukushima)
