STEAM DRYER STRESS REPORT, REVISION 4 (TAC NOS.
- MC3812, MC3743, AND MC3744)
By letters dated June 28, 2004 (ADAMS Accession No. ML041840109) and June 25, 2004 (ML041840301),
TVA submitted applications to the NRC for EPU of BFN Unit 1 and BFN Units 2 and 3, respectively.
In support of the applications for
- EPU, TVA provided certain engineering reports to demonstrate that the structural integrity of the BFN steam dryers will not be challenged under EPU conditions.
Included among these reports was the "Browns Ferry Nuclear Plant, Units 1, 2,
and 3 Steam Dryer Stress, Dynamic, and Fatigue Analyses for EPU Conditions, GE-NE-0000-0053-7413" (hereinafter, "BFN steam dryer stress report").
This letter provides Revision 4 to the BFN steam dryer stress report.
By letters dated July 21, 2006 (ML062120411),
and July 26, 2006 (ML062200277),
TVA submitted Revisions 1 and 2, Printed on recycled paper
U.S. Nuclear Regulatory Commission Page 2 October 3, 2006 respectively, of the BFN steam dryer stress report.
General Electric Company (GE) has notified TVA that certain proprietary information contained in the subject report was not marked as proprietary.
In addition, the proprietary information of concern was also not redacted from the non-proprietary versions.
In telephone conversations with the NRC staff, representatives of TVA and GE have requested that the proprietary and non-proprietary versions of Revisions 1 and 2 of the BFN steam dryer stress report be withheld from public disclosure due to the inappropriate proprietary markings.
To prevent an unintended release of the proprietary information, the original and all copies of Revisions 1 and 2 of the BFN steam dryer stress report should either be returned or destroyed.
The failure to appropriately mark the proprietary information and redact that information from the non-proprietary versions was inadvertent and does not affect the technical information contained in the report.
No technical changes have been made in Revision 4 of the BFN steam dryer stress report as compared to Revision 2.
(Note, Revision 3 of the report was not submitted to the NRC.)
The changes in Revision 4 of the BFN steam dryer stress report are limited to:
(1) correcting proprietary markings, which were inadvertently removed in a small number of locations in the report; (2) adding a report revision history, which describes the changes to the report since its original issue as Revision 0; and, (3) adding revision bars to identify the changes made relative to Revision 2.
Based on discussions with the NRC staff and a search of the publicly available documents placed in the NRC's online document retrieval system (ADAMS),
the proprietary information that was not appropriately marked in Revisions 1 and 2 of the BFN steam dryer stress report has not been released to the public.
However, Revision 0 of the report, which was submitted to the NRC by TVA letter of May 5, 2006 (ML061300436),
is publicly available in ADAMS.
GE will not request the withdrawal of Revision 0 of the report, and the information that is publicly available in Revision 0 will not be protected in future reports.
Furthermore, GE will not request the withdrawal of the associated report addendum, GE Report GE-NE-0000-0055-2994-Rl that was submitted to the NRC by TVA letter of June 23, 2006 (ML062400472).
GE has informed TVA that the information in
U.S. Nuclear Regulatory Commission Page 3 October 3, 2006 the addendum that is currently publicly available in the non-proprietary version will not be protected in future reports.
TVA has noted a minor discrepancy in the subject report that is not considered material in determining steam dryer stress margins:
On page 5 (report section 2.2),
it is stated that BFN Unit 2 was restarted [from a prolonged outage] in 1992.
Unit 2 was actually restarted in 1991.
Please note that the engineering report provided in contains information that GE considers to be proprietary in nature and subsequently, pursuant to 10 CFR 9.17(a) (4),
2.390(a) (4) and 2.390(d) (1),
requests that such information be withheld from public disclosure. is a redacted version of Enclosure 1 with the GE proprietary material removed and is suitable for public disclosure.
The enclosures contain an affidavit from GE supporting this request for withholding from public disclosure.
TVA has determined that the additional information provided by this letter does not affect the no significant hazards considerations associated with the proposed TS changes.
The proposed TS changes still qualify for a categorical exclusion from environmental review pursuant to the provisions of 10 CFR 51.22(c) (9).
There are no new regulatory commitments contained in this letter.
