BROWNS FERRY NUCLEAR PLANT, UNIT 1 EXTENDED POWER UPRATE LARGE TRANSIENT TESTING LICENSE CONDITION (TAC NO. MC3812) (TS-431)

Dear Mr. Singer:

The purpose of this letter is to inform you of the criteria for performing large transient testing at extended power uprate (EPU) conditions. By letter dated June 28, 2004, the Tennessee Valley Authority (TVA) submitted its EPU license amendment request for Browns Ferry Nuclear Plant (BFN), Unit 1. By letter dated September 22, 2006, TVA supplemented its request for an interim approval to increase the maximum authorized power level by approximately 5 percent.

In a letter dated September 27, 2006, the U.S. Nuclear Regulatory Commission (NRC) informed TVA of its plan to impose a license condition requiring that main steam isolation valve closure and main generator load reject tests be performed within 30 days of reaching 105-percent power. In addition, consistent with TVAs commitment in its March 7, 2006, letter, the NRC staff required satisfactory completion of condensate booster pump, condensate pump, and feedwater pump trip tests at 105-percent power. Unless otherwise justified by TVA, the NRC will also impose a license condition to require additional tests for BFN Unit 1 at 120-percent power consistent with the NRC review criteria specified by Section 14.2.1 of NUREG-800, Standard Review Plan for the Review of Safety Analysis Reports for Nuclear Power Plants.

Depending on the test results at 105 percent, TVA may be able to justify not performing additional tests at EPU conditions using the criteria provided in Section 14.2.1 of the Standard Review Plan. If TVA provides justification prior to NRC approval of the EPU and NRC finds it acceptable, a license condition requiring additional tests at EPU may not be necessary.
