BROWNS FERRY NUCLEAR PLANT, UNITS 1, 2 AND 3 - REVIEW OF EXTENDED POWER UPRATE APPLICATIONS FOR BROWNS FERRY NUCLEAR PLANT, UNITS 1, 2, AND 3 (TAC NOS. MC3812, MC3743 AND MC3744) (TS-431 AND TS-418)

Dear Mr. Singer:

By letters dated June 25 and 28, 2004, Tennessee Valley Authority (TVA, the licensee) submitted amendment requests for Browns Ferry Nuclear Plant (BFN), Units 1, 2, and 3. The proposed amendments would change the BFN operating licenses to increase the maximum authorized power level by approximately 20 percent above the current maximum authorized power level for Unit 1, and approximately 15 percent for Units 2 and 3.

On January 25, 2007, the U.S. Nuclear Regulatory Commission (NRC) staff requested that TVA provide a description of the revised steam dryer approach, assumptions, and schedule for submittal of the steam dryer analysis by February 2, 2007. This information was requested to allow the staff to manage staff resources. On January 31, and February 16, 2007, TVA responded to the NRC staff's request for schedule information and indicated that a response would be provided by April 2, 2007. As the steam dryer analysis is currently in progress, TVA will inform the NRC staff if there is a change in schedule.

To date the NRC staff has tracked the extended power uprate application reviews under TAC Nos. MC3812, MC3743, and MC3744 for Units 1, 2 and 3 respectively. The NRC staff has completed a substantial portion of the review of your applications, but is unable to complete the review at this time because of a lack of information concerning the steam dryer analysis.

Therefore, the NRC staff is closing TACs MC3812, MC3743, and MC3744. Upon receipt of the information necessary to support your applications, the NRC staff will resume its review. New TACs will be established to track the NRC staffs review of the steam dryer analysis, and any other ancillary reviews necessary to complete the reviews of your applications.
