In the Matter of ) Docket No. 50-259 Tennessee-Valley Authority BROWNS FERRY NUCLEAR PLANT (BFN) - UNIT 1 - SUPPLEMENTAL RELOAD LICENSING REPORT (SRLR) - CYCLE 7 - 105% POWER OPERATION By letter dated September 22, 2006 (ADAMS Accession No. ML062680459), TVA submitted a supplement to the original June 28, 2004 (ML041840109) extended power uprate (EPU) license application for BFN Unit 1. The original EPU license application is for operation at 120% of original licensed thermal power (OLTP). The September 22, 2006, amendment supplement provides for interim Unit 1 operation at 105% of OLTP until such time as certain steam dryer analyses and other remaining licensing activities associated with EPU (120%) operation can be completed and approved by NRC.

In support of the September 22, 2006, supplement, TVA stated that a SRLR would be generated to reflect the interim (105%) power level as delineated in NEDE-24011-P-A, "General Electric Standard Application for Reactor Fuel."

The Enclosure to this letter provides the SRLR for BFN Unit 1 Cycle 7 operation at 105% operation and presents the results of the cycle-specific core analyses, including the transient and accident analyses. This SRLR was prepared by Global Nuclear Fuel for TVA, and has been reviewed and

U.S. Nuclear Regulatory Commission Page 2 January 29, 2006 accepted by TVA. An SRLR for EPU (120%) operation was previously submitted on May 15, 2006 (ML061450390).
