SUMMARY

OF DECEMBER 14, 2006, MEETING WITH GENERAL ELECTRIC NUCLEAR ENERGY (GENE) AND TENNESSEE VALLEY AUTHORITY (TVA), ON VOID CORRELATION METHODS LTR NEDC-33173P (TAC NOS. MD0277 AND MC3812)

On December 14, 2006, a closed meeting was held among the U.S. Nuclear Regulatory Commission (NRC) and representatives of GENE (the vendor) and TVA (the licensee) at NRC Headquarters, Rockville, Maryland. The purpose of the meeting was to discuss a path forward and the documentation necessary to support the removal of an NRC staff proposed additional margin to the operating limit minimum critical power ratio on the use of NEDC-33173, Applicability of GE Methods to Expanded Operating Domains, which was submitted on February 10, 2006. A list of attendees is provided in Enclosure 1.

The vendors presentation (see Enclosure 2) consisted of preliminary measurement data that would support the performance of void quality correlation for application to expanded operating domains. The presentation was a summary of two draft reports to be submitted at a later date.

The NRC staff stated that the measurement data and any supporting justification have to be submitted for staff review and approval before incorporating the information in the staff safety findings in the review of NEDC-33173P. The staff also provided feedback on the technical merit of the presentation.

Prior to concluding the meeting, GENE representatives stated that they better understood the staff concerns and would try to work with the staff to remove the proposed additional margin.

For the time being, however, GENE will finalize and submit the two documents summarized at this meeting and ask the staff to make a decision on that basis. The staff will review the supporting documentation and justification when it is received.
