SUMMARY

OF JANUARY 4, 2007, PUBLIC MEETING WITH TENNESSEE VALLEY AUTHORITY CONCERNING THE STATUS OF BROWNS FERRY NUCLEAR PLANT POWER UPRATE APPLICATIONS (TAC NOS. MC3812, MC3743, MC3744, MC3812, AND MD3048) (TS-431 AND TS-418)

On January 4, 2006, the U.S. Nuclear Regulatory Commission (NRC) staff conducted a Category 1 public meeting with Tennessee Valley Authority (TVA, the licensee) at NRC Headquarters, Rockville, Maryland. The purpose of the meeting was to discuss various topics regarding TVAs power uprate amendment request for Browns Ferry Nuclear Plant (BFN). The meeting was open to the public. Enclosure 1 contains a list of participants.

BACKGROUND By letters dated June 25 and June 28, 2004, TVA submitted amendment requests for BFN Units 1, 2, and 3. The proposed amendments would change the operating licenses to increase the maximum authorized power level to 3952 megawatts thermal. This change represents an increase of approximately 20-percent above the current maximum authorized power level for Unit 1 and 15-percent for Units 2 and 3. The proposed amendment would also change the BFN licensing bases and any associated technical specifications for containment overpressure.

SUMMARY

The meeting was a discussion of the agenda to be covered at the January 16 - 17 Advisory Committee on Reactor Safeguards (ACRS) Power Uprate Subcommittee Meeting. The ACRS meeting would cover the 105-percent power uprate restart and updates on selected topics for the 120-percent extended power uprate (EPU).

Members of the NRC staff questioned TVA officials with regards to how and when TVA will present new data with regards to steam dryer testing. TVA stated that a new analysis was expected on Sunday, January 7, and that a submittal would be forthcoming. A brief status of the steam dryers was to be provided at the ACRS meeting.

A discussion on the need for containment accident pressure credit followed. The licensee indicated that a broad overview of TVAs overpressure credit request would be presented. It was decided that an overview of how the NRC treats risk assessment with regards to an application like TVAs was appropriate prior to the containment accident pressure discussion.

The NRC staff noted that the fuel methodology review is still open for 120-percent EPU. An explanation of why the information is bounding and acceptable for the 105-percent power uprate would be presented at the ACRS meeting by the NRC staff. TVAs intention to submit an update to the Supplemental Reload Licensing Report for Cycle 7, Unit 1 at the end of January was also discussed. The update to the report will reflect the proposed operation at 105-percent power.

Members of the public were present at the meeting. Public Meeting Feedback forms were not received. No commitments or regulatory decisions were made by the NRC staff during the meeting. No proprietary information was discussed.
