BROWNS FERRY NUCLEAR PLANT, UNITS 1, 2, AND 3 CHANGES TO EXTENDED POWER UPRATE REVIEW SCHEDULE (TAC NOS. MC3812, MC3743, AND MC3744) (TS-431 AND TS-418)

Dear Mr. Singer:

This letter discusses changes in the U.S. Nuclear Regulatory Commission (NRC) review schedules of the extended power uprate (EPU) amendment request for Browns Ferry Units 1, 2 and 3. By letters dated July 11 and 12, 2006, the NRC staff advised the Tennessee Valley Authority (TVA) that the remaining outstanding information concerning the steam dryers and errors in the containment overpressure net positive suction head analyses was needed by July 21, 2006. The information was needed by July 21st for the staff to complete and document the review to support Advisory Committee on Reactor Safeguards (ACRS) meetings in November - December 2006. In your letters dated July 21, 2006, TVA indicated that key portions of the requested information concerning these issues would be deferred.

Because the outstanding information was not provided as scheduled, there is insufficient time for the NRC staff to complete the review and support the scheduled ACRS presentations.

Therefore, the NRC staff will not have sufficient information to complete its safety evaluation as scheduled, so the ACRS meetings for Browns Ferry will be delayed at least a month. Once complete acceptable responses are received, you will be notified of the new date for the EPU presentations to the ACRS subcommittee and full committee.

Even with these delays, the NRC staff should be able to complete the EPU review to support your requested restart of Unit 1 in May 2007 if TVA provides timely and complete information to staff questions.
