BROWNS FERRY NUCLEAR PLANT, UNITS 1, 2 AND 3 REVISED SCHEDULE FOR RESPONSE TO EXTENDED POWER UPRATE REQUESTS FOR ADDITIONAL INFORMATION (TAC NOS. MC3812, MC3743, AND MC3744) (TS-431 AND TS-418)

Dear Mr. Singer:

This letter discusses the impact of proposed delays in response to U.S. Nuclear Regulatory Commission (NRC) staff requests for information regarding the ongoing extended power uprate (EPU) reviews described in your letter dated October 3, 2005. By letters dated June 28 and 25, 2004, Tennessee Valley Authority (TVA), the licensee, submitted amendment requests for Browns Ferry Nuclear Plant (BFN), Units 1, 2, and 3. The proposed amendments would change the BFN operating licenses to increase the maximum authorized power level by approximately 20 percent above the current maximum authorized power level for Unit 1 and approximately 15 percent for Units 2 and 3.

In two letters dated October 3, 2005, the NRC staff described areas where additional information was needed. TVA responded in two letters dated December 19, 2005. In discussions held with TVA staff, the NRC staff was made aware of the proposed delay in response to the NRC staffs question on credit for Containment Overpressure. However, the December 19, 2005, letter stated that there would be delays in the submittal of responses concerning the vibration monitoring program and steam dryer acoustical analyses, which had not been previously discussed. The December 19, 2005, letter states that TVA expects to respond to the question regarding vibration monitoring by February 1, 2006, and to submit the response to the questions regarding the steam dryer in July 2006.

As discussed in letters accepting the EPU applications for review dated May 27, 2005, the NRC staff committed to complete the review of both EPU applications by the need date of spring 2007 for Units 1 and 2. Based on the delay in responding to the request for additional information described in your two December 19, 2005, letters, the schedule for completion of the review may be extended, and the NRC staff may not complete its review by the need date of spring 2007.
