The temporary tanks will belocated greater than fifty (50) feet fromsafety related orsafe shutdown components orcircuits.

This doesnot produce anythreat tofire protection orsafe shutdown capability andtherefore represents aconfiguration that isbounded byexisting fire hazards analysis." [Ref 1,Attachment 2,Page 3of4.)

4. "Adedicated mobile tanker staged inside theprotected area to transfer fuel fromthe temporary storage tanks tothepermanentday/skid tank system.

The mobiletanker will haveanintegral transfer pumptofacilitate movementoffuel toeither ofthetwotruck fills attheUnit4EDGbuilding ordaytanktruck fills (auxiliary fill station)at the Unit3EDGs."

each."

2. "Engineering Evaluation (EC 294570)determined thatthetemporary tanks arecapable of withstanding windsof 120 mphwithout being secured bytie-down temporarymeasures."

3."Thetemporary storage tanks will belocated, attheTurkey Point Fossil

Thetemporarytanks willberelocated inanareagreater thanfifty (50) feet fromsafety related orsafe shutdown components orcircuits.

This newlocation doesnot produce anythreat tofire protection or safe shutdown capability andtherefore represents aconfiguration that isbounded byexisting fire hazards analysis."

4. "Apumpingtruck will beprovided inside theprotected areatotransfer fuel fromthe temporary storage tanks tothepermanent day/skid tank systems.

This truck will havehoses ofsufficient length topumpfuel between theUnit3Diesel OilStorageTanks andthe temporary storage tanks aswell astotransfer fuel fromthe temporary tanks totheUnit3 EDGDayTankAlternate fill Station located atthenorth sideof the unit3EDGBuilding.

Thepumping truck will also facilitate movementoffuel toeither of thetwofills attheUnit 4EDGbuilding."

Enclosure 3toL-2021-188 Turkey Point Units 3Emergency Diesel Generator FuelOilStorage TankCleaning inspection andPMCommitment Updates Justification forRevising Commitments Page1of2 1.Therevised commitment documents theupdated style oftanks tobeusedforstorage of theDieseloil fuel. Theoriginal commitment documents thedimensions,

thestyle, the capacity andthe weight ofthetanks.

These tanks wheninplace, wouldeachhavea footprint ofapproximately 43ft.by8.5ft.,

capacity of21,000gallons andanemptyweight of29,500Ibs.

Basedon the dimensions,

style, capacity andweight, theAdler FRACstyle steel Tanks arefound to be equivalent tothepreviously approved temporary stationary style WORKSAFE" steel tanks.

2.TheAdler FRACtanks haveanempty weight of29,500lbs.

Thetanks areconstructed with only arearsetofwheels requiringto be hitched toatruck inorder tobemoved.

EC294570 determined that

thetanks, evenempty, are capable ofwithstandingwinds upto120mph.

Furthermore, ffeachtankisfilled toapproximately halfwaywithonly 10,000galoffuel, the weight isincreased by68,000lbs.

foratotalweight of97,500lbs.

pertank.

Thus, there is reasonable assurance thatthetanks will notbemoved evenintheeventofinclement weather evenwithout temporary tie-down measures.

3.Therevised commitment relocates thetemporary tanksin the vicinity oftheneighboring FPLTurkey Point Fossil Units 1and2,inanareajust northof the Turkey Point Unit3 Emergency Diesel Generator building.

Fortheduration ofthe10-year surveillance, this area will haveatemporary fence erected around itandsecurity personnel will bestationedat this

location, andassuch, this location will beconsidered anextension of theTurkeyPoint Nuclear Plant Protected Area(PA).

Therelocation ofthetemporary tanks inthevicinityof theFossil plant isless thantheprevious location oftheCentral receiving

area, which wasat least 1,000ft.

away. However, relocation ofthetemporary tanks will still beat least 50ft.

awayfromanysafety-related orfire safe-shutdown components orcircuits.

Since the new location isoutside ofthenormal PA,andthusoutside ofanyexisting fire zonesfor the

plant, thenewlocation doesnotrepresent anythreat tofire protection orsafe shutdown capability andtherefore represents aconfiguration that isbounded byexisting fire hazards analysis.

4.Therevised commitment eliminates theneedtohaveamobile fuel transfer tanker dueto theproximity ofthetemporary tankers totheEDGs.Instead, afuel transfer systemshall be available that candirectly connectbetween thetemporary tankers andtheEDGfuel supply lines asnecessary.

Thevendor will provide apumping truck withhoses ofsufficient length topumpthefuel between theUnit3DOSTandthetemporary tankers aswell astotransfer fuel toeither ofthetwotruck fills attheUnit4EDGbuilding ordaytanktruck fills (auxiliary fill station) attheUnit3EDGs.

Enclosure 3toL-2021-188 Turkey Point Units 3Emergency Diesel Generator Fuel OilStorage TankCleaning Inspection andPMCommitment Updates Justification forRevising Commitments Page2of2 5.Therevised commitment identifiestheFLEXbuilding, astherobust structure forstoring the pumping truck inthe event ofahurricane, which isdesigned towithstand winds ofatleast 120mph.Bychanging the garage

location, there isnoadditional risk addedifthepumping truck isgaraged attheFLEX building which meetsSeismic Category Irequirements.

6.Therevised commitment ensures that manualactions required toprovide a7daysupply of fuel totheEDGscaneasily beaccomplished inthe17hours ofEDGoperation evenwith lower thanthetop-off levels oftheEDG Day andskid

tanks, butwithin thenormal operating bandofacombined capacity of3,790 gallons.

WithUnit3EDGrunning atrated capacity of 2500KWwiththelower levels (of combined capacity of3,790gallons),

theruntimeof17 hours continues tobemet.

7.Therevised commitment updates thecombined capacity oftheEDGDayandskid tanks to reflect thelowering ofthetop-off levels from3880to3790 gallons. Thechanged commitment hasnotnoimpact ontheruntimeof55hours for theUnit3EDG(assuming fuel oil transfer fromUnit4)prior toreaching theTechnicalSpecification minimumvolume forUnit4fuel ofstorage tanks.
