Areas Inspected: Routine, announced inspection of preoperational emergency preparedness activities. .This included meeting with HL&P and offsite agency representatives, discussions with-HL&P representatives concerning preoperational inspection schedules, and a tour of onsite and offsite emergency response facilities. 2. Summary The NRC inspectors met with the licensee's staff and representatives from federal, state, and local agencies to discuss the status of emergency planning, together with the scheduling and performance of reviews and inspections of the emergency preparedness program required prior to a licensing decision. Each agencies' representative described their responsibilities and roles in emergency preparedness for the South Texas Project site. The NRC inspectors described the procedures for performing the emergency preparedness implementation appraisal and the emergency exercise inspection to be conducted during the preoperational perio Licensee representatives presented a proposed schedule with milestones for major program eleme7ts to support a December 1986 program completion dat i After discussions with the various agencies present, the licensee representatives identified several major program elements for which schedule changes should be considered. For example, it was determined that both the emergency preparedness implementation appraisal and emergency exercise milestones were inconsistent with the other program milestones and should be scheduled later in the planning period. The licensee committed to distributing a revised schedule to all agencies participating in the meetin The NRC inspectors toured the South Texas Project site, Unit 1 control room, technical support center, emergency operations center, training facility and offsite support facilitie It was noted that the onsite emergency response facilities were in various stages of completion. The NRC inspectors met with licensee representatives denoted in paragraph 1 at the conclusion of the inspection on November 1, 1985. The NRC inspectors discussed the inspection observations and requested that the regional office receive any new information concerning the program completion schedule. A licensee representative acknowledged the inspection observations and stated that HL&P licensing would keep the NRC l informed on a regular basis and advise the regional office of any significant schedule changes.
