Division of Reactor Safety Inspection Sunanary Inspection Conducted February 13 and 15-17, 1989 (Report 50-498/89-06; 50-499/89-06)

Areas Inspected: Routine, unannounced inspection of receipt, storage, and handling of emergency diesel generator (EDG) fuel oil and high temperature inside containment.

Results: Within the two areas inspected, no violations or deviations were identified.

It appears that the licensee has adequately reviewed and evaluated IE Information Notice 87-04 issued on January 16, 1987, as a result of ANO Unit 2 fuel oil (FO) starvation event which occurred on June 27, 1986.

Licensee's management involvement is evident in this. area for. maintaining adequate quality of EDG F0 thet is stored onsite.

Review of high temperature readings inside containment, indicates that the licensee has no problems keeping temperatures inside containment well below Technical Specifications (TS) limits.

Proper Receipt, Storage, and Handling of Emergency Diesel Generator (EDG)

l Fuel Oil (TI2515/100)

The purpose of this inspection was to determine if the licensee had a program to maintain adequate quality of EDG fuel oil that is stored onsite; and to verify that the licensee has a program in place to purchase and store fuel oil that meets TS requirements.

Program Review

The:NRC. inspector verified that. the licensee has a program in place to

purchase and _ store fuel' oil that meets TS requirements and conunitments.

This verification was done by interviews with personnel, review of procedures, and review of' purchase order specifications.

Review of-established program indicated the following:

The licensee routinely determines the quality of stored fuel oil at?

-point of transfer from truck to EDG.F0 storage tank and from the auxiliary.FO storage tank. to EDG F0 storage tank.

The licensee routinely cleans filters, ~ strainers and other components

,

prone to fouling ~in the'F0 system..

.

The licensee-can detect degradation of stored fuel oil quality such as. excessive water accumulation, oxidation, biological contamination,

'

and other possible causes of degradation.

No violations or deviations were identified.

In conclusion, it appears that the. licensee has an adequate program and procedures in place to preclude fuel starvation to the EDG.

Information gathered during.this inspection of TI2515/100 will be forwarded as requested to NRR, including the questionnaire.

3.

High Temperature Inside Containment (TI2515/98)

-The purpose'of this. inspection is to'obtain containment average ambient operating temperature profiles for South Texas Project, Unit.1 to determine its effect on the environment qualification of equipment, in particular, electrical insulation. The information-and drawings gathered will be sent to NRR for further review, including.the. questionnaire..

The NRC inspector gathered containment air temperatures for the months.of April, May, June, July, and September -1988. Technical Specifications require that primary containment average air temperature shall not exceed -

120*F.. Review of the data' collected indicated that temperature readings recorded for the months of April, May, June, July, an'd Sepyember'did not exceed 120*F.

The'NRC inspector reviewed the drawings to determine.the location of the temperature sensors. -The NRC inspector's concluded that, on"the basis of _ the location and number of temperature sensors used, these sensors provided an adequate representation of containment' temperature.
