SOUTH TEXAS PROJECT - UNIT 1 INSPECTION OF AUDIT RESULTS; TASK-85-3 OCTOBER 15, 1985, THROUGH OCTOBER 17, 1985 Background On March 1, 1984, representatives of Houston Lighting and Power Company (HL&P) presented to the NRC the details of the Engineering Assurance Program (EAP) being conducted on the South Texas Project (STP). As a result of this meeting and additional information provided by HL&P, the NRC determined that this program, if properly implemented, could provide the additional assurances of design adequacy normally provided by an Independent Design Verification Program (IDVP). Formal acceptance of the EAP as a substitute for an IDVP was provided via letter to HL&P dated August 20, 198 The NRC decided to monitor the STP Engineering Assurance Program in three phases for Task 85-1, Control Room HVAC, Task 85-2, Component Cooling Water System Systems:

and Task 85-3, Offsite AC Power and Medium Voltage AC Power Supply (1) implementation of program plan and procedures, (2) review and evaluation of audit results and (3) followup of corrective action The first phase of inspection was accomplished at the headquarters of Stone and Webster Engineering Co. (SWEC) in Boston during the week of April 23, 1985. The report of this inspection (No. 50-498/85-09) was forwarded to HL&P on July 12, 1985. The second phase of inspection for Tasks 85-1 and 85-2 was accomplished at SWEC's headquarters at Coston during July 22, 1985 through July 26, 1985 and report of this inspection (No. 50-498/85-14)

was forwarded to HL&P on August 28, 198 . Purpose The purpose of this inspection was to review and evaluate audit results for Task 85-3, Offsite AC Power and Medium Voltage AC Power System the objectives of the inspection were: (a) to verify that task 85-3Specifically, was performed in sufficient technical depth to achieve objectives of the EA program; (b) to verify that the background documentation supported the findings and conclusion of the reports and (c) to review the status of items identified by NRC in Inspection Reports No. 50-498/85-09 and 50-448/85-14 that relate to Task 85- _- -__

Gerth SWEC Electrical Systems General Comments There was evidence of substantial review by SWEC of design calcu-lations, electrical diagrams (elementary, wiring, loops), logic <

diagrams, design specifications and other design documents. In view of this review effort, the personnel interviewed (both HL&P and SWEC) and the number and type of deficiencies being uncovered by Engineering Assurance Program, the NRC inspection team is satisfied that Task 85-03 is acceptably completed, subject to the comments contained in this repor The two previous inspection reports associated with STP EAP, 50-498/85-09 and 50-498/85-14, closed various concerns based on SWEC's commitment to include item in their scope of review for Task 85- The team reviewed these open items and was satisfied that SWEC had adequately addressed these items in their review of Task 85- . Specific Comments In reviewing Task 85-3 the team identified the two following isolated concerns that will be reviewed as part of our inspection of corrective action for this tas ,

. The SWEC review of calculation EC 5033, Protection of DC System, failed to question the setting of the DC Bus breaker for the class 1E battery chargers. These battery chargers are rated for 300 amperes D The BEC calculations assumed a current limit for the charger output of 110% (330 amperes) and selected a breaker setting of 350 amperes. The battery charger manufacturer's instruction manual indicates that the charger output will current limit in the 110 to 125% range. A repro-duction of this instruction manual sheet was included as part of the calculation. No production test data was reviewed by SWEC so that they could verify that the South Texas battery chargers would be limited to the lower current limi SWEC'could not complete their re.iew of calculation EC 5036, DC Cable Sizing, because they had not reviewed all the backup information from BE (MC). SWEC identified this as a Minor Concern The team felt that this item should have been identified as Indeterminate (I) because information was lacking to permit SWEC to complete their review. SWEC agreed to revise this to an I designation and to include the following cables in their review for adequate voltage dro ) DC feed to the Class 1E Inverters 2) Feeders to the Class 1E DC motor operated valves
