Dear Cheryl A. Gayheart:

On December 31, 2022, the U.S. Nuclear Regulatory Commission (NRC) completed an inspection at Vogtle Electric Generating Plant, Units 1 and 2. On January 12, 2023, the NRC inspectors discussed the results of this inspection with Mr. Sonny Dean, Site Vice President, and other members of your staff. The results of this inspection are documented in the enclosed report.

No findings or violations of more than minor significance were identified during this inspection.

SUMMARY

The U.S. Nuclear Regulatory Commission (NRC) continued monitoring the licensees performance by conducting an integrated inspection at Vogtle Electric Generating Plant, Units 1 and 2, in accordance with the Reactor Oversight Process. The Reactor Oversight Process is the NRCs program for overseeing the safe operation of commercial nuclear power reactors. No findings or violations of more than minor significance were identified.

PLANT STATUS

Unit 1 began the inspection period at rated thermal power (RTP). On November 26, 2022, the unit was down powered to 92 percent for quarterly main turbine valves stroke test and returned to RTP on November 27, 2022. The unit remained at or near RTP for the remainder of the inspection period.

Unit 2 began the inspection period at RTP. On December 2, 2022, the unit was down powered to 92 percent for quarterly main turbine valves stroke test and returned to RTP. The unit remained at or near RTP for the remainder of the inspection period.

INSPECTION SCOPES

Inspections were conducted using the appropriate portions of the inspection procedures (IPs) in effect at the beginning of the inspection unless otherwise noted. Currently approved IPs with their attached revision histories are located on the public website at http://www.nrc.gov/reading-rm/doc-collections/insp-manual/inspection-procedure/index.html. Samples were declared complete when the IP requirements most appropriate to the inspection activity were met consistent with Inspection Manual Chapter (IMC) 2515, Light-Water Reactor Inspection Program - Operations Phase. The inspectors performed activities described in IMC 2515, Appendix D, Plant Status, observed risk significant activities, and completed on-site portions of IPs. The inspectors reviewed selected procedures and records, observed activities, and interviewed personnel to assess licensee performance and compliance with Commission rules and regulations, license conditions, site procedures, and standards.

REACTOR SAFETY

71111.04 - Equipment Alignment

Partial Walkdown Sample (IP Section 03.01) (2 Samples)

The inspectors evaluated system configurations during partial walkdowns of the following systems/trains:

(1) Unit 2, train "A" emergency diesel generator (EDG) while train "B" EDG was out of service (OOS) for planned maintenance, from October 23 to November 2, 2022.
(2) Unit 2, train "B" EDG while train "A" EDG was OOS for planned maintenance, from December 4 to December 15, 2022.

(1) Unit 2, train "B" EDG and supporting systems following a major system outage, on November 2, 2022.

71111.05 - Fire Protection

Fire Area Walkdown and Inspection Sample (IP Section 03.01) (4 Samples)

The inspectors evaluated the implementation of the fire protection program by conducting a walkdown and performing a review to verify program compliance, equipment functionality, material condition, and operational readiness of the following fire areas (FAs):

(1) Fire zones 19, 20, unit 1 trains "A" and "B" centrifugal charging pump (CCP) pump rooms, on October 09, 2022.
(2) Fire zones 105, 106, 183A, 601, 602, 603, 604 and 605, technical support center and units 1 and 2 main control room, on October 4, 2022.
(3) Fire zones 60, 61, 62, 63, 64 and 82, unit 1 control building Level "B" east and west penetration areas, on November 14, 2022.
(4) Fire zones 19, 20, unit 2 trains "A" and "B" CCP pump rooms, on December 1, 2022.

71111.11A - Licensed Operator Requalification Program and Licensed Operator Performance

Requalification Examination Results (IP Section 03.03) (1 Sample)

(1) On August 18, 2022, the licensee completed administering the annual requalification operating tests and on November 23, 2022, the licensee completed administering the biennial written examinations, which are both required to be administered to all licensed operators in accordance with Title 10 of the Code of Federal Regulations 55.59(a)(2), "Requalification Requirements," of the NRC's "Operator's Licenses." During the week of December 19, 2022, the inspector performed an in-office review of the overall pass/fail results of the individual/crew operating tests and the biennial written examinations in accordance with IP 71111.11, "Licensed Operator Requalification Program." These results were compared to the thresholds established in Section 3.03, "Requalification Examination Results," of IP 71111.11.

The inspectors reviewed and evaluated the licensed operator examination failure rates for the requalification annual operating test and biennial written exam, which the licensee completed administering on November 23, 2022.

71111.12 - Maintenance Effectiveness

Maintenance Effectiveness (IP Section 03.01) (1 Sample)

The inspectors evaluated the effectiveness of maintenance to ensure the following structures, systems, and components (SSCs) remain capable of performing their intended function:

(1) Unit 1, nuclear service cooling water (NSCW) system, on November 16, 2022.

Quality Control (IP Section 03.02) (1 Sample)

The inspectors evaluated the effectiveness of maintenance and quality control activities to ensure the following SSC remains capable of performing its intended function:

(1) Unit 2, train "B" EDG system, including planned maintenance on November 2, 2022.

71111.13 - Maintenance Risk Assessments and Emergent Work Control

Risk Assessment and Management Sample (IP Section 03.01) (4 Samples)

The inspectors evaluated the accuracy and completeness of risk assessments for the following planned and emergent work activities to ensure configuration changes and appropriate work controls were addressed:

(1) Unit 1, train "B" EDG OOS due to planned maintenance on the lube oil heat exchanger, on October 4, 2022.
(2) Unit 2, train "B" EDG OOS due to an emergent phase A-B potential transformer (PT)and primary fuses replacement, on October 15, 2022.
(3) Unit 2, elevated risk (Yellow) due to train "B" EDG OOS for planned maintenance, from October 23 to November 2, 2022.
(4) Unit 2, elevated risk (Yellow) due to train "A" EDG OOS for planned maintenance, from December 4 to December 15, 2022.

71111.15 - Operability Determinations and Functionality Assessments

Operability Determination or Functionality Assessment (IP Section 03.01) (4 Samples)

The inspectors evaluated the licensee's justifications and actions associated with the following operability determinations and functionality assessments:

(1) Condition report (CR) 10915250, unit 2 4160-volt engineering safeguards bus, 2BA03, phase A-B pot light found not lit, on November 16, 2022.
(2) CR 10925852, unit 2 train "B" EDG jacket water leakage, on November 22, 2022.
(3) CR 10919159, unit 2 train "B" NSCW pump no. 4 variable spring support found at the bottom of the travel (i.e., bottomed out), on October 28, 2022.
(4) CR 10920743, unit 2 train "A" NSCW variable spring support, 2K5-1202-181-01, setting discrepancy, on November 8, 2022.

71111.19 - Post-Maintenance Testing

Post-Maintenance Test Sample (IP Section 03.01) (7 Samples)

The inspectors evaluated the following post-maintenance testing activities to verify system operability and/or functionality:

(1) 14802B-2, "Train B NSCW Pump/Check Valve IST and Response Time Test (NSCW Pump 4)," after unit 2 NSCW pump no. 4 outage; work orders (WOs) SNC956638, SNC1060726, SNC1100452, on October 5, 2022.
(2) 14825-2, Quarterly Inservice Valve Test, (2HV-5134 valve only), after unit 2 motor driven auxiliary feedwater (MDAFW) pump discharge valve to steam generator no. 3, 2HV-5134, was inspected/tested; WO SNC1358908, on October 6, 2022.
(3) 14633-2, "SSPS Slave Relay K 648 Train B Test Safety Injection," unit 2 train B essential chiller water system maintenance, relay replacements, and test; WOs SNC1062504 and SNC690146, on October 7, 2022.
(4) 25738-C, "Potential Transformer (PT) Testing," unit 2 train B EDG phase A-B PT testing after replacement of the PT and two primary fuses; WO SNC1391748, on October 15, 2022.
