3535 Colonnade Parkway Birmingham, AL 35243 205 992 5000 Regulatory Affairs January 1, 2024 Docket Nos.: 50-424 NL-23-0926 50-425 U. S. Nuclear Regulatory Commission ATTN: Document Control Desk Washington, D. C. 20555-0001 Vogtle Electric Generating Plant - Units 1 and 2 Correction of Technical Specification Typographical Error Ladies and Gentlemen:

This letter requests Nuclear Regulatory Commission (NRC) approval of a correction of a typographical error in the Vogtle Electric Generating Plant (Vogtle) Unit 1 and 2 Technical Specifications (TS). This typographical error was submitted with revised TS clean pages during the RAI response and supplement process for License Amendments 96 and 74 for Vogtle Units 1 and 2 (Reference 1). The typographical error was introduced when clean-typed TS pages for TS 5.5.13.b were inadvertently revised in a supplement to the Vogtle 1 & 2 license amendment to show a 30 day requirement in a submittal to the NRC on June 17, 1996 (ML20113A028),

instead of the correct 31 day requirement. This typographical error was neither addressed in the notice to the public nor reviewed by the NRC, and thus falls within the scope of the guidance provided by SECY-96-238 (Reference 2). describes the typographical error and correction. Enclosure 2 provides the marked-up Technical Specification page with the requested correction noted. Enclosure 3 contains the corrected Technical Specification page.

If you have any questions, please contact Ryan Joyce at 205.992.6468.

Respectfully submitted, Jamie M. Coleman Regulatory Affairs Director

Vogtle Electric Generating Plant - Units 1 and 2 Correction of Technical Specification Omission and Typographical Error Description of Technical Specification Omission and Typographical Error to NL-23-0926 Description of Technical Specification Omission and Typographical Error

1. REQUESTED ACTION Consistent with the information contained in SECY-96-238, Southern Nuclear Operating Company (SNC) is requesting correction of a typographical error that was inadvertently introduced into the Vogtle Electric Generating Plant (Vogtle) Units 1 and 2 Technical Specifications (TS). The marked-up TS pages included in the original application for license amendment submitted December 21, 1995 (ML20095K962) were correct and aligned with NUREG-1431 Rev. 1 (ML13196A405). The typographical error was introduced by the SNC staff in development of the revised TS pages supplied to NRC on June 17, 1996 (ML20113A028). The requested correction is intended to restore the affected pages to the condition intended by the amendment application.
2. REQUESTED ACTION The specific details of the typographical error are as follows:

TS 5.5.13 describes the Diesel Fuel Oil Testing Program and currently states that the purpose of the program is to establish the following:

b. Other properties for ASTM 2D fuel oil are within limits within 30 days following sampling and addition to storage tanks; and However, the original LAR for the Vogtle Unit 1 and 2 Improved TS conversion for TS 5.5.13.b.(Reference 1) was consistent with NUREG-1431 Revision 1 (ML13196A405),

which allows 31 days to establish properties for fuel oil are within limits.

The number 30 should be revised to 31 for TS 5.5.13.b.

3. CORRECTION TO AFFECTED PAGE SECY-96-0238 (Reference 2) provides guidance to correct inadvertent typographical errors in the Technical Specifications. The typographical error described above was neither posted in the public notices nor were they reviewed by NRC as part of the license amendment process. Therefore, they may be corrected without a license amendment.
