EDWIN I. HATCH NUCLEAR PLANT, UNITS 1 AND 2; JOSEPH M. FARLEY NUCLEAR PLANT, UNITS 1 AND 2; AND VOGTLE ELECTRIC GENERATING PLANT, UNITS 1 AND 2 - REVIEW OF QUALITY ASSURANCE TOPICAL REPORT (EPID L-2023-LLQ-0002)

Dear Ms. Coleman:

By letter dated June 15, 2023 (Agencywide Documents Access and Management System (ADAMS) Accession No. ML23166A104), as supplemented by letter dated August 11, 2023 (ML23223A139), Southern Nuclear Operating Company (SNC, the licensee) submitted Version 26.0 of the SNC Quality Assurance Topical Report (QATR) for the Edwin I. Hatch Nuclear Plant (Hatch), Units 1 and 2; the Joseph M. Farley Nuclear Plant (Farley), Units 1 and 2; and the Vogtle Electric Generating Plant (Vogtle), Units 1 and 2,to the U.S. Nuclear Regulatory Commission (NRC) in accordance with Title 10 of the Code of Federal Regulations (10 CFR), Section 50.54(a).

The NRC staff reviewed the supplemental informa tion provided in letter dated August 11, 2023.

The additional information provides the clarifying information needed to determine that the changes to QATR addressed in letter dated June 15, 2023, do not reduce the commitments in the quality assurance program. The NRC staff finds the SNC QATR and implementing procedures for audit planning and scheduling are not a reduction in commitment for each audit area that was extended beyond the 24-month audit frequency. The NRC confirmed that the SNC QATR was revised from Version 23 to Version 24 when adopting the extended audit frequencies described in the NRC safety evaluation report (SER) to Exelon dated November 5, 2020 (ML20287A130). In addition, t he SNC QATR contains conditions that would warrant an audit schedule change.

The NRC staff determined that the changes to Version 26.0 of the SNC QATR for Hatch, Units 1 and 2; Farley, Units 1 and 2; and Vogtle, Units 1 and 2, are not considered to be reductions in commitment.
