j Independent Inspection Effort i

l The inspector examined the nuclear service water pon The inspector observed that a deficiency that had been noted by licensee engineers in the j 1981 annual inspection of service water pond concerning growth of vegetation

,

on the embankment slopes had been corrected. Discussions with the licensee 3 personnel disclosed that this was accomplished by spraying the embankment slopes with a herbicide and that the spraying will be repeated whenever j necessary to prevent vegetation from growing on the embankment slopes.

No deviations or violations were identifie ! Containment Building Tendon Surveillance

,

The inspector examined procedures and quality records relating to the containment building tendon surveillance. Acceptance criteria examined by the inspector appear in the proposed Revision 3 to Reg Guide 1.35, FSAR Section 3.8.1.7.2, and the proposed Summer Tech Spec 4.6.1. 2 Review of-Tendon Surveillance Procedures The inspector examined the following procedures which control the tendon surveillance activities:

(1)' Specification SP-228, " Surveillance of Reactor Building Post Tensioning System" (2) INRYC0 Surveillance Program - Quality Control Manual (3)- Engineering Change Notices (ECN) numbers 1943,'2163, and 2198 6. Review of Quality Records Relating to Tendon Surveillance Activities The inspector examined the following ~ records relating to tendon surveil-lanc SCE&G QA Surveillance Report No. 48242, Subject: INRYC0 Surveillance Test Program Suiveillance inspection records for tendons listed in table belo Th ese records included the results of end anchorage inspection, lift-of f data, and sheathing filler inspectio TABLE Vertical Tendons Hoop Tendons Dome Tendons V-23 3 AC D-103 V-46 8 BA D-104 V-67 13 CB D-105 V-68 27 CB D-128 V-69 28 CB D-129 V-92 35 AC D-130 V-115 36 AC D-218 37 AC D-219 38 AC D-220 39 AC D-327 40 AC 37 BA 38 BA 39 BA Stressing ram calibration records for ram numbers 8755, 8833, 9361, and 9362 Nonconformance report numbers F1550-001, F1550-004 through 10, and F1550-012

.,..b 3 Retensioning data for tendon numbers 8BA, 36AC, 37AC, and 38AC. :This data includes' elongation measurements, thickness of shims, and new lift-off forc Review of the lif t-off data disclosed that the lift-off force in several

'

tendons was slightly lower than the predicted lower limit values stated in Table 4.6-la of the draft of Technical Specification 4.6.1.6.1. However, the normalized lift-off forces for these tendons were well above the required minimum values stated in the draft _ technical specifications and were also above those required by design to maintain structural integrity of the containmen The licensee will address the problem of the actual lif t-off force in the tendons being slightly below the predicted lift-off values in the report on the tendon surveillance inspection. This report will be submitted to NR No violations or deviations were identified.
