However.

l two apparent deviations were found (Emergency lighting units in areas needed for operation of safe shutdown equipment were not rated for the required eight hour duration paragraph 6.b(208); and, no QA program was provided for installation and testing of the individual emergency battery units installed in areas needed for operation of safe shutdown equipment - paragraph 6.b (208).

fire detection for certain safety related area NRR will require smoke detectors to be installed in all areas containing safety related equipment prior to fuel load. This item is to remain open until these detectors have been installed and functionally teste . Unresolved Items Unresolved items are matters about which more information is required to determine whether they are acceptable or may involve violations or deviations. New unresolved items identified during this inspection are discussed in paragraph 6.b(5). Inspector Followup Items (Closed) Inspector Followup Item (395/82-09-01) - Installation of Permanent Fire Protection Equipment and Systems Required Prior to Fuel Load: The installation and preoperatioral testing of the fire pro-tection systems are practically complete; however, the sprinkler and carbon dioxide systems and portions of the fire detection system were not in service. The licensee states that all of these systems will be placed in service prior to fuel load. The operations group has con-ducted a detail inspection of the fire doors installed throughout the plant and generated a discrepancy list. Plant maintenance was correc-ting these discrepancies and all discrepancies are scheduled to be completed prior to fuel load. All of the plant fire extinguishers have been installed and some extinguishers have been changed or relocated to meet the insurance carriers requirements. The licensee stated that a detail inspection will be made of the extinguishers and any changes noted from the construction installation drawings will be correcte The licensee's administrative controls are satisfactory and should assure that all of the fire protection features and systems will be in service by fuel load. This item is close (Closed) Inspector Followup Item (395/82-09-02) - Evaluation of the Adequacy of Emergency Breathing Air Supply for Fire Brigade: The licensee's evaluation indicates that an adequate supply of self contained breathing apparatus with spare cylinders and refilling unit are available to provide an eight hour onsite supply of reserve air for the fire brigade, damage control and control room personnel. (5) Data was not available at the site to verify that the oil collec-tion system is designed and installed to be " seismically supported" as required by SER Section 9. lhe licensee is to provide the neces-sary documentation which will indicate that the system is seismically supported. This is identified as Unresolved Item (395/82-26-01),

seismic evaluation of reactor coolant pump oil collection system, and will be reviewed during a subsequent NRC inspectio (15) The licensee's evaluation of circuits required for hot shutdown and cold shutdown identified 31 areas in which redundant cables were not provided with a separation greater than 20 feet. One cable train in each of the areas has been enclosed by a lh hour fire barrier (3 layers of 1-inch "kaowool"). This has been accepted by NRR as being equivalent to enclosing one train with a one hour fire barrier and providing automatic sprinkler protection for the area. A random sample of six of the above areas was reviewed by the inspector to verify that the barriers were installed in accordance with the construction drawings. A review was made of drawings no. E-201-240 sheets 4 and 5 which indicate the location and design of the fire barriers. Also. (77) Sprinkler protection has been provided beneath the horizontal barrier above component cooling pump A but fire detectors to actuate the sprinkler system have not yet been installed. These detectors are to be installed by ECN 2204 FM and installation is scheduled to be completed prior to fuel loa (203) Hydrant equipment house Nos. 1, 2, 3 and 5 were inspected by the inspector and found to be equipped in accordance with the commitment of the FPE: however, the licensee has ordered the following additional equipment to be placed in each equipment house within the protected area: 200' of Ih-inch fire hose, two lh-inch spray nozzels, 2 to lh-inch ball valve wye and two hydrant gate valve (205) The fire protection system control and sectional valves are to be supervised in accordance with FPE Section 5.E.3(b) prior to fuel loa (206) The licensee has in storage two gasoline engine driven smoke ejectors rated at 5200 cfm each and one electric motor driven ejection rated at 10,000 cfm. These units meet the commitments to the NRC and are to be relocated into the turbine building prior to fuel loa (208) The inspector reviewed the installation of the battery powered emergency lighting units in the control room, the control room evacu-i ation panel rooms, the ESF switchgear room in the intermediate building, ESF switchgear and motor control equipment rooms in the auxiliary building and generator local control panel and motor control centers in the diesel generator building. The battery units in the ESF switchgear room of the intermediate building appears to have an 8-hour rating as stated by FPE Section 5.D.5(a) but no battery units were found in the diesel generator building and the units installed in the other areas appear to have a maximum service time of approximately five hours in lieu of the required eight hour This failure to meet a commitment with the NRC is identified as Deviation Item (395/82-26-02);

emergency lighting units in areas needed for operation of safe shutdown equipment were not rated for eight hour While reviewing the construction records the inspector noted that neither the installation or operational tests of the emergency lighting units were conducted under a QA/QC program. FPE Section 5.C refers to the response to FSAR Question 421.77 as the commitments .for a QA/QC program for the implementation of the plant five protection progra The response to Question 421.77 states that a fire protection QA program will be applied to the installation and preoperational testing of the fire protection equipment installed within safety related area Emergency lighting units are included as part of the fire protection program by Question 421.77. Fire Protection Program - Fuel Handling Storage The inspector reviewed the fire protection program for the fuel storage area and found this program to meet the requirements of License SNM-1834 and the licensee's application dated April 10, 197 The licensee's operations group conducts an inspection of the fuel storage area each shift to verify that adequate security, fire protection and housekeeping features are provided and maintained. An inspection checklist is filled out for each of these items following each inspection. The fire extinguishers and fire hose system, including the sectional and control valves are inspected monthl The fire pumps which supply the fire protection system are inspected and operated weekly. During the tour of the area the inspector found the installed fire protection equipment in service and general housekeeping to be satisfactory.
