Procedure Review Startup Test Program The inspector reviewed the following Power Operations Test Procedures:

POT-10 Shutdown From Outside the Control Room POT-11 Station Electrical Blackout POT-14 Plant Trip From 100*. Power These procedures were reviewed to verify that they were consistant with technical specification requirements, FSAR Charter 14.1 and Regulatory Guide 1.68 Commitments and that the procedure contains the required prerequisites, precautions, plant conditions and acceptance criteria.

Within the areas inspected no violations or deviations were identified. The inspector did note certain deficiencies with two of the procedures as follows:

POT-10 Shutdown From Outside The Control Room.

a.

FSAR Chapter 14.1, Table 14.1.79 describes the test methods, objec-tives, prerequisites and acceptance criteria for conducting the test.

Test step 3.1 of Table 14.1.79 specifies that the plant be tripped from outside the control.

POT-10 test step 6.4 requires initiations of a manual trip from the control room utilizing Emergency Operating Procedure E0P-8, which is contrary to that as specified in the FSAR.

b.

POT-10 test steps 6.5.1 and 6.5.2 requires boration using E0P-8 step 1.4.

The correct step in E0P-8 for boration is 4.4.

c.

POT-10 test step 6.6.1 indicates maintaining the plant in " Hot Shut-down" This should be changed to " Hot Standby" as this is the plant conditions to be demonstrated as a result of performing the test.

The license indicated that the procedure would be reviewed and corrective measures taken. This area will remain open (395/82-37-01) and reviewed at a subsequent inspection.

POT-11 Station Electrical Blackout POT-11 steps 6.13, 6.15, and 6.16 specify " Hot Shutdown" plant conditions.

This should be changed to " Hot Standby" as the purpose of the test is to achieve and maintain hot standby conditions for 30 minutes.

The license indicated that the procedures would be reviewed and corrective measures taken. This area will remain open (395/82-37-02) and reviewed at a subsequent inspection.
