Unresolved Items Unresolved items are matters about which more information is required to determine whether they are acceptable or may involve violations or devia-tions. New unresolved items identified during this inspection are discussed in paragraph 5.

Seismic Analysis for As-Built Safety-Related Piping Systems A follow on inspection to NRC/RII report number 50-395/82-25 was performed to verify compliance with IEB 79-14 requirements and licensee commitments.

Inspector Follow-up Item (IFI) 395/82-25-02 identified miscellaneous IEB 79-14 outstanding items. The licensee issued revision 7 to QC procedure MF-14, Final Check of Piping and Support As-Builts and issued QC procedure MF-18 Re-check of Piping Isometrics (Cold Spacing Criteria). A review of QC procedures MF-14, Rev. 7 and MF-18, Rev. O revealed that valve walkdowns and penetration clearance inspections have been added. The procedures also added an as-built summary checklist to provide verification that documenta-tion for required inspections ~ are complete.

The items identified by IFI 395/82-25-02 had been addressed in the procedures noted.

The required inspections and verifications of valves and penetrations had been accomp-lished, although evaluation and resolution of inspection findings had not been completed. The verification of documentation had been initiated also and was still in process during the inspection.

The inspector had no further questions regarding IFI 395/82-25-02 and closed the item.

A review of the IEB 79-14 walkdown packages was performed. The documenta-tion for the Turbine Driven Emergency Feedwater piping is shown on GAI drawing C-314-085, Revision 2.

During the review, it was noted that angular dimensions shown for supports / restraints EFH-103, 4024, and 4028 had been erroneously identified.

The same discrepancy had been identified by the independent reverification performed by Stone and Webster.

SCE&G QC sub-sequently initiated nonconforming notice 1471 to record the condition. The licensee committed to reverify all similar pipe support angular dimensions to identify any other similar discrepancies.

Teledyne performed the j

evaluation of the above noted discrepancies.

The Teledyne evaluation was inspected.

A review of the as-builts summary checklist documentatior, was performed.

The checklist for safety injection analysis code SI-10 CS-24 shown on GAI drawing C-314-691 was selected.

During this review, it was noted that penetration P-AB-2-047 had been inspected but only two of eight clearance dimensions for the penetration had been obtained. The penetration had been evaluated and accepted by GAI. _However, the licensee was unable to provide the evaluation and acceptance criteria for the penetration since the engineer involved was not available.

Pending availability of further information, this item was identified as unresolved item 395/82-36-01, licensee evaluation of discrepant penetration clearances.

Unresolved item 395/82-25-01, identified the use of the overlap modeling technique by GAI in safety-related piping analysis for V. C. Summer. During the inspection a conference telephone conversation between the inspector, Mr. Hartzman - NRR, the licensee, and GAI was held.

NRR requested the following additional information and obtained the corresponding licensee /GAI response.

Is the seismic response spectra enveloped on both problems overlapped?

GAI SCEG response - No. The overlap regions' seismic response spectra is enveloped but the seismic response spectra for the entire problem is not enveloped.

Paragraph 3 of Attachment 1 to Attachment A of SCE&G's March 12, 1982 response to IEB 79-14 contains formulas for Class 2 and 3 stress evaluation.

The factor 1/2 contained in ASME NC 3652 appears to have been lef t out. How is this provided for?
