(Closed)(IFI) 395/80-33-04, Hot Machina Shop Ventilation. Three port-able ventilation systems are available for the hot shop. A licensee representative stated that outside doors to the machine shop will be locked when work on contaminated equipment is in progress.

tion, two approved procedures that would have application in the machine shop were reviewed. They are: HPP-403, Radiological Controls for Nuclear Work Activities and AP-011, Plant Key Control. The inspec-tor had no further questions.

The facility and equipment for respirator maintenance, storage and issuance still was not complete.

(Closed)(IFI) 80-33-09, Bioassay and Respiratory Protection Procedures.

Approved Bioassay Procedures were reviewed and the inspector had no further questions.

The Respiratory Protection Procedures was closed at the time of the last inspection (81-33). This entire item is now considered closed.

(0 pen) (IFI) 81-11-01, Installation of Liquid Effluent Monitors.

Liquid Effluent Monitor RM-L9 was previously located close to the isolation valve so that some volume of liquid could have been released before the monitor initiated closure of the isolaticn valve.

Piping modifications have been completed which provide add.tional delay to

allow timely closure of the isolation valve to prevent unintentional release of activity. The inspector observed the modification and had no further questions. This part of this item is considered closed.

Liquid effluent nonitor RM-L5 is installed with such long sample lines that the response time for isolation may not be adequate to prevent an out of-specification release. Licensee Corporate Engineering has eval-uated RM-L5 relating to timely isolation and tests are being co'nducted on RM-L5 at the site to determine its adequacy. Documentation of these

evaluations will be reviewed at the time of the next inspection.

(0 pen)(IFI) 81-21-01, Filter Drain and Vent Connections. Filter drain and vent connections have not yet been changed in that some vents were capped, drains fitted with blanks or discharge to the floor. This item will be reviewed on the next inspection.

Licensee repre-sentatives - stated that tank volumes have been calculated but the volumes have not been established by physical measurement.

The inspector stated that this item will be reviewed during the next inspection.

The waste com-pactor has not yet been relocated to the mezzanine waste storage area where it is to be connected to the filtered Auxiliary Building Plant Vent. The expected completion date for this item is mid-February, 1982. This item will be reviewed on a subsequent inspection.

(0 pen)(IFI) 82-07-01, Procedures for Control and Release of Liquid Wastes. These procedures have been written but not approved.

The licensee estimates completion by the end of February,1982. This will be reviewed in a future inspection.

(0 pen)(IFI) 82-07-02, Procedure for Control and Processing of Solid Wastes. These procedures have not been completed. A licensee repre-sentative estimated completion by the end of February, 1982.

(0 pen)(IFI) 82-07-03 Damaged Pre-Filters. The inspector observed in several filter banks that a large number of pre-filters were badly damaged.

Licensee test and start-up personnel informed the inspector that all damaged filters in the plant are to be replaced. A licensee representative informed the inspector during the exit interview that all of the replacement filters necessary are currently possessed on

site. _The inspector stated that replacement of the damaged filters will be observed on a future inspection.

The inspector had no further questions on the procedures listed Gove with the exception of two (HPP-703 and HPP-710) which had not been finally approved.

These will be reviewed at the time of the next inspection.

7.

Pre-Operational Testing pre-Op testing results reviewed were as follows:

AH-15 Auxiliary Building Exhaust System AH-17 Auxiliary Building Exhaust System AH-20 Fuel Handling Building Exhaust System All test results showed 99.99% efficiency. The tests were conducted by the American Filter Company in accordance with approved procedures.

The inspector had no further questions.

8.

High Range Monitors The inspector observed that high range monitor RM-13 Main Plant Vent High'

Range Monitor and RM-14 Purge Exhaust High Range Monitor were installed, however, they had not been calibrated. EPOS, RII, Emergency Preparedness, is following this item; therefore, ETI will expend no further effort on it.

9.

Sampling of Settling Ponds The Summer settling pond system receives input from the sanitary sewer systems, turbine building sump, floor drains and condensate demineralizer backwash before being pumped to Monticello reservoir at the main plant coolant discharge. The inspector raised the question of the adequacy of sampling the settling pond effluent as a potentially contaminated effluent stream.

'A licensee representative informed the inspector that calculated values could be produced for radioactivities contained in effluents from the settling ponds, however, a continuous type sampler is not installed to sample the pond effluent. The inspector was informed at the exit interview that an: evaluation will be made concerning the installation of a sampler for the ponds. This will be reviewed on a subsequent inspection.
