Preoperational Test Results Evaluation The inspector examined 33 preoperational test results for tests which tested all or parts of 13 different systems required for operation and safe shut-down of the reactor. All had been reviewed by the appropriate personnel in accordance with procedure SUM-B-2, Preparation of Phase II Start-up Proce-dures. This procedure requires the test results to be approved by the NSSS

vendor and the A-E when applicable in addition to the startup supervisor and

The test results examined covered portions of the following systems:

AC Power Distribution System Instrument Air System Reactor Building Instrument Air System Component Cooling Flow Test Control Rod Drive System Reactor Trip Breaker Tests DC Electrical System DC Electrical Distribution System Atmospheric Steam Dump System RHR Pump Flow Tests Boric Acid Transfer Flow Test Charging Seal and Letdown Flow Test Diesel Generator Fuel Oil Transfer Test Within the area examined, no violations were identified.

IE Bulletins (IEB)

(Closed) IEB 81-01, Surveillance of Mechanical Snubbers. The licensee has developed and instituted two procedures in complying with their commitment made in their August 31, 1981 letter to RII.

These procedures are STP 403.002 Mechanical Snubber Visual Inspection and STP 403.003 Mechanical Snubber Operational Test.

Licensee Identified Items (LII) 10 CFR 50.55(e)

(Closed) LII 50-395/79-30-04, ASCO Solenoid Values. The licensee submitted a final report dated October 24, 1979.

All solenoid values have been identified and all but 23 out of 111 have been modified.

-(Closed) LII 50-395/81-05-10, Corroded Hermatic Connectors. The corrective

actions described in the final report dated January 27, 1982 have-been completed to correct the Valcor solenoid valve coil gassing contamination of connectors.

Inspector Followup Items (IFI)

(Closed) IFI 50-395/80-22-01. Areas shimmed after HFT will be reinspected on next heatup.

The inspector reviewed the NSSS supplier's memo that

. verified that the shimming of reactor coolant components had been completed and was acceptable.
