Emergency Response Facilities a.

General l

The inspector reviewed a with licensee representative aspects of an NRC Region II respcase to an emergency at the site and the necessity that preplanning take place in order to interface effectively with the licensee organization and other organization (Federal, State and local agencies) particularly at the Technical Support Center (TSC) and the Emergency Operating Facility (E0F).

Included in the review with the licensee representative were the following Region II activities which explain the nature of the NRC role onsite during an emergency.

Respond to incidents of the " Site Area" and " General" emergency

severity classification level as definedin 10CFR50, Appendix E, Section IV.c.

Interface with the licensee organization in order to evaluate the

nature and extent of the incident, ascertain plant status, monitor licensee activities and ensure appropriate corrective actions are taken to minimize the consequenc of the inciden.

Develop projections of onsite and offsite radiological effects for

use by other Feaeral, State and local agencies.

Technical Support Center The inspector toured the TSC which is located in the control building on the same elevation as the control room. The area presently assigned as the TSC will be the permanent center in the future. The center is partitioned off into smaller areas where activities such as dose assessment, plant status display, communications, etc. are conducted.

A room (approximately 11' x 18') has been designated as the emergency operations area (E0A) and is the location for the Emergency Director and plant supervision to assess and manage an emergency. This area is equipped with commercial /inplant telephones (6), intercom system to other areas of the plant, the NRC emergency notification system (ENS)

and a large conference table and chairs. Their is no NRC Health Physics Network (HPN) in the TSC.

Space has been provided for Region II (NRC)

management to interface directly with the licensee organization at the E0A. Adjacent to the E0A is a room (approximately 12 x 18) designated for NRC use. This room is equipped with desks, chairs, commercial /

inplant telephone (3), and a status board.

The licensee was requested to provide a speaker phone attachment for this room as it will also be used for private NRC consultations. The licensee agreed that the above item would be provided.

c.

Interim Emergency Operating Facility The inspector toured the interin E0F which is located on the ground floor in the Administrative Office Annex Building, adjacent to the plant' protected area. During an emergency the Energency Control Officer and specific licensee managers conduct operations from a large open area (approximately 20' x 30') which is equipped with tables, chairs, commercial /inplant telephones (6) located within the E0F.

Region II (NRC) representatives will interface directly with the

licensee organization at this location. Adjacent to this area are two rooms (approximately 10' x 20' and 10' x 14') designated for NRC use.

These rooms are equipped with desks, chairs, commercial /inplant telephones (4). The NRC (ENS) phone is located in the E0F. There is no NRC (HPN) phone in the E0F. The licensee was requested to provide a status board and speaker phone attachment in the 10' x 20' room. This room will also be used for private NRC consultations. The licensee agreed that the above items would be provided.

The NRC mobile laboratory will be sent to the E0F during a Region II (NRC) response.

The licensee was requested to provide:

level space (14' x 35'); electrical power (3115v 20 amp power recept'cles, Hubbell a

twist-lock) and a commercial telephone line or an extension of an existing telephone line equipped with a jack for connecting to the mobile unit. The licensee agreed that the above items would be provided.

The inspector toured where the final location will be for the EOF.

The EOF will be housed in a building being built for the plant training simulator. The outer walls for this building are being erected.

The inspector discussed with a licensee representative guidance that is provided in NUREG-0696 " Function Criteria for Emergency Response Facili ties. " The E0F is planned to be inplace by October 1, 1982.

Those items requested in paragraph 5b and Sc will remain open and be reviewed during a future inspection (395/82-12-01).
