r APPENDIX A NOTICE OF DEVIATION South Carolina Electric and Gas Company Docket No. 50-395 V. C. Summer License No. CPPR-94 Based on the results of the inspection conducted on March 30 - April 2,1982, certain of your activities appear to deviate from your commitments to the Commission as indicated below:

A. The licensee's Fire Protection Evaluation Report dated July 1977 with Revisions 1-8 Section 5.D.5(a) states that fixed emergency lighting consisting of sealed beam units with individual 8-hour minimum battery power supplies is provided in the control room, control room evacuation panel rooms, ESF switchgear room in the intermediate building, generator local control panel and motor control center areas in the diesel generator building and the ESF switchgear and motor control center rooms on elevations 412' and 463' in the auxiliary building and along access and ecress routes to these areas.

Contrary to the above, the lighting units for all of the above areas, except the ESF switchgear room in the intermediate building, are not supplied by a battery unit rated for a duration of eight hours. Also, individual battery lighting units were not installed in the generator local control panel and motor control center areas in the diesel generator building.

B. The licensee's response to FSAR Question 421.77 states tFat the QA program will be applied to the installation and preoperational testing of fire protection equipment and that the QA program for fire protection is part of the overall QA program and installation, testing and subsequent operations for areas containing safety related equipment are processed by procedures similar to those utilized for safety related work.

Contrary to the above, the individual battery powered emergency lighting units required by the licensee's Fire Protection Evaluation Report dated July 1977 with Revision 1-8, Section 5.D.5(a) for areas needed for operation of safe shutdown equipment were not installed and tested under a QA program.
