This special, announced inspection involved preliminary assessment of the current Crisis Management Center (CMC), Crisis News Center, and the McGuire Nuclear Station Technical Support Center, in preparation for the Regio.1al NRC Expanded Activation Site Team's (EAST) participation in the full scele emergency preparedness exercise scheduled for September 11-12, 1987.
Results:
No violations or deviations were identified.

Exit Interview The inspection scope and findings were summarized on August 14, 1987, with those persons indicated in Paragraph 1 above.
The licensee did not identify.as proprietary any of the materials provided to or reviewed by the inspector during this inspection.

Licensee Action on Previous Enforcement Metters This subject was not addressed during this inspection.
4.
Crisis Management Center (CMC)
Construction, furnishing, and equipping of the relocated CMC was completed in July 1987.
The facility is currently located in the licensee's Power Building (Charlotte, North Carolina), and practice operational drills have been conducted to fully acquaint / train the Emergency Response Organization with its use and all equipment and services provided therein.
The NRC hspectors conducted a detailed tour of the CMC to determine adequacy of the space, configuration, equipment, services, and utilities provided.
Participation of the Regional NRC Expanded Activation Site Team (EAST) in the previously referenced McGuire full scale emergency preparedness exercise will provide a more realistic assessment of CMC spacial, configurational, and equipment adequacy.
Walkthrough cf the facility area assigned to the NRC appeared adequate, with the exception of the requirement for three additiona offsite telephone extensions within the NRC Manager's immediate area.
It was also noted in the CMC that the 10-mile and 50-mile site maps provided by the NRC were not posted. These iteens will be reviewed by the licensee and coordinated with the Regional Emergency Response Center Coordinator.
The CMC data transmittal system (DTS) has been assigned for revision / modification to provide the following major functions:
real-time or near real-time plant data for effective decisionmaking during a nuclear station emergency; display in multiple locations within the facility; continuous data access; transmittal of data to the NRC and State

governments contingent upon CMC approval; access to any parameter, or preselee,ed parameters on the Operator Aid Computer (0AC).
Projected completion of the subject modifications is January 1989.
This item was identified during the McGuire CRF Appraisal (50-369/85-29, 50-370/85-28),
and will be treated within the context of final followup inspections related to that appraisal.
The requirement for classes A and B dose models assigned to the CMC were also identified during the referenced appraisal. Completion and operation of the cited equipment is scheduled for January 1988.
Similarly, this item will be treated within the context of the referenced ERF appraisal followups.
5.
CrisisNewsCenter(CZ)
An extensive tour disclosed that the space, equipment, and utilities appeared adequate to support its required function under emergency conditions.
Space and utiliths assigned to the NRC appeared to provide adequate accommodations for NRu response personnel.
6.
Techni mi Support Center (1SC)
A tour of the TSC was conducted to assess the required integration and placement of the Regional NRC Expanded Activation Team with their licensee counterparts.
The spacial limitations of the McGuire Station TSC was identified during the referenced ERF Appraisal.
It was noted, thatdyith some rearrangement of furniture and equipment, a full NRC team coulc be accommodated.
However, over an extended period of time, the faciDty.y would be over-crowded and would significantly affect all personnel operating the facility.

The licensee plans to relocate the interim ifSC7to a permanent location outside the power block, but with ready acces$ to]
Units 1 and 2 Control Rooms.
