Exit Interview The inspection scope and findings were summarized on April 18, 1980 with those persons indicated in Paragraph 1 abov.
Licensee Action on Previous Inspection Findings (Closed) Deviation Item (281/79-08-01), Failure to impl~ment the fire protection commitments of document entitled "Steam Generator Repair Program for Surry Units 1 and 2".
As previously reported in IE Report Nos. 50-280/79-61 and 50-281/79-80 corrective action was taken on the following two examples of this deviation:

--* During this inspection a tour was made of the Unit 2 containment and the installation of the standpipe system was found complet There-fore, the deviation is close (Closed) Inspector Followup Item (281/79-08-03), Sprinkler system installation discrepancies-Construction warehouse numbers 7 and The previously identified sprinkler system discrepancies have been corrected; therefore, this item is close (Closed) Inspector Followup Item (280/79-29-03 and 281/79-46-04),
Supervision of fire protection control valve All valves in the fire protection system are either electrically supervised or are locked in their normal position and a visual inspection of the position of the valves is made weekl This item is close (Closed) Noncompliance (Infraction) Item (280/79-61-01 and 281/79-80-01),
Inoperative fire door between Unit Nos. 1 and 2 emergency switchgear room The transformer blocking the fire doors has been removed; a memorandum has been sent to all plant superintendents and contractors to not block fire doors; and, areas adjacent to fire doors are checked periodically to ensure that doors are not obstructe This item is close However, during the plant tour on April 17, 1980, the fire door separating the Unit 2 emergency switchgear room from the Unit 2 cable vaule of the service building was found blocked in the open position by an electrical cable which was located in the doorwa A limiting condition of operation (LCO) consisting of a continuous fire watch had not been established on at least one side of the door as required by Technical Specification Section 3.2 This item is identified as Noncompliance (Infraction) Item 281/80-09-01), Nonfunc-tional fire door between Unit 2 emergency switchgear room and Unit 2 service building cable vaul (Open) Deviation Item (280/79-61-02 and 281/79-80-02), Substandard fire door This deviation identified several fire doors located throughout the plant which were not provided with positive type latching devices as required by National Fire Protection Association Standard No. 80 (NFPA-80), fire doors and window The correct type latching devices had been provided on the previously identified door However, during this inspection a number of additional doors were found which were not provided with the correct type latching hardware or the latching devices were inoperativ The licensee has committed to conduct an inspection of all fire doors installed at the plant and to repair or replace the latching devices as required to bring the doors up to the standards of NFPA-8 Therefore, this ite~ ~emains open.

The test data was listed on the electrical coordinators check sheet and the NSOC felt that these inspections were apparently accomplishe Therefore,

Fire Protection Systems (Warehouses) was not located and was apparently not reviewed by the NSOC since this inspection and test is not required by the Technical Specification. During this inspection a tour was made of the warehouses.and several inspection sign-off tags for various fire protection devices were reviewed. It appears that these items were inspected each month during 1979 and thus far in 1980 as required by PT-24.4 The licensee advised that appropriate action was to be
. taken to assure that future inspections of the fire protection systems and equipment would be properly documente Therefore, this item is close.

Fire Protection/Prevention Modifications This. inspection evaluated the licensee's progress and corrective action on the fire protection modification and improvement commitments made to the NR The NRC Fire Protection Safety Evaluation Report (FPSER) for this facility dated September 19, 1979 (Amendment 54 to Operating License N DPR-32 and Amendment 53 to Operating License No. DPR-37) and the licensee's document entitled Fire Protection Systems Review (FPSR) for Surry Power Station dated July 1; 1977 were used.in this evaluatio These documents describe the fire protection modifications and target dates for implemen-tation of the modification The modifications and findings of this inspection are as follows:

Plant Tour A tour was made of the plant to review the completed fire protection modi-fications, to verify that the existing fire protection systems were in service and to review the licensee's compliance to the administrative procedures for the control of fire hazards within the plan The following discrepancies were noted: Cutting and Welding Operations At the two foot elevation of the auxiliary building welding operations were being accomplished without a "Welding and Flame Permit".
VEPCO procedure ADM-56 Special Processes Involving Ignition"Sources prohibits welding or cutting operations in all areas of plant except the welding shop unless a welding or Flame Permit is issue The ~elding foreman for the job in the auxiliary building advised that welding operations were also being conducted at other locations in the plant without an approved permi A review of the permits on file within the control
