Licensee Action on Previous Inspection Findings (Open) Noncompliance (280/80-35-01; 281/80-38-01):
Visual Weld Inspection Procedur The licensee's letter Serial No. 875 dated 11/17/70 stated that a new procedure, NDT 15.2 (Visual Inspection of Welds) had been issued to correct this noncomplianc The inspector reviewed NDT 15.2 and noted that the procedure did not include discussion of all of the attributes which must be visually inspecte For example:
The procedure does not address weld reinforcement criteria. The NDT supervisor pointed out that the items which were not in NDT 15.2 were QC inspection responsibilities. Discussion with QA and QC personnel revealed that VEPCO is currently reviewing the status of the NDT unit to determine whether the unit should become a part of QC or whether it should remain in the maintenance departmen Based on this, the inspector elected to leave this item open, pending the review of the status of the NDT uni (Closed) Noncompliance (280/80-35-02; 281/80-38-02) Failure to document QA surveillance activities. The inspector verified the corrective actions discribed in VEPCO letter. Serial 875 dated 11/17/80. There are no further questions at this tim.
Unresolved Items Unresolved items are matters about which more information is required to determine whether they are acceptable or may involve noncompliance or deviation New unresolved items identified during this inspection are discussed in Paragraph r 2 Inservice Inspection Program The inspector reviewed the licensee 1s program for the administration and control of the inservice inspections at Surr The current program is the responsibility of the site NOT unit and the ISI coordinator in the Richmond Offic The ISI coordinator provides program requirements and guidance while the site NOT unit performs inspections, monitors and assists contractors inspection work, and performs QA surveillance of the contractors inspection This organization had been able to administer and control the Class 1 System and augmented inservice inspections required by the plant technical specifications. The inspector questioned whether this organization would be able to administer the current ISI program which includes the Class 2 and 3 system These concerns as well as the fact that the NOT Unit status is under review (See discussion in Paragraph-3) is the reason that the inspector has opened up a new unresolved item 280/80-45-01; 281/80-45-01 11Administrative Controls over Inservice Inspection
- This concern will be reviewed after the licensee reaches a final decision on the status of the NOT uni.
Steam Generator Repair (Unit 1)
The inspector reviewed the st~tus of the steam generator repair proje_ct for Unit The work to date and projected schedule were reviewed with the licensee 1s scheduling personne The forecast of major evolutions was reviewed to determine appropriate regional inspection coverag There were no violations or deviations in this phase of the inspection.
