McGuire, Chief, Security Section, Date Safeguards Branch Inspection Summary Areas Inspected: Included review of the security plan, physical barriers (protected area). physical barriers (vital area), lighting, access control (identification, authorization, and badging), access control (search), access control (escorting)

and access control (vital areas).

The inspection involved 30 inspector hours on site by one NRC inspector. The inspection was begun during an offshift period; five inspection hours were accomplished during offshift periods.

Results: The licensee was found to be in compliance with NRC requirements within the eight areas examined during the inspection except for the following four items:

1.

Access Control (Search) - No commitment in the security plan to a percentage hands-on search of non-regular employees (Unresolved 50-280/80-38-01; 50-281/80-42-01).

2.

Access Control (Search) - Failure to have compensatory measures for personnel search equipment (Deficiency 50-280/80-38-02; 50-281/80-42-02).

3.

Access Control (Vital Areas) - Failure to positively control all points of personnel access into vital areas (Infraction 50-280/80-38-03; 50-281/80-42-03).

4.

Access Control (Vital Areas) - Failure to have adequate compensatory proce-dures for controlling access into vital areas (Deficiency 50-280/80-38-04; 50-281/80-42-04).
