Independent Inspection Effort Construction Status (Unit 2).
The 'A', 'B' and 'C' cubicle steam generator girth welds are complet The NDT indicates that the welds are satisfactor The reactor coolant piping to 'A', 'B' and 'C' steam generators are reinstalled and have passed the NDE. Primary and secondary hydrostatic test of the 'A', 'B'

-3-Construction Testing The inspector reviewed Westinghouse's construction testing records for the hydrostatic test performed at Tampa, Florida on the primary side of steam generator units# 2971, 2972 and 297 These three (3) S/G Units were used on Surry Power Station Unit 2 steam generator repair projec No items of noncompliance or deviation were identified in the areas inspecte Primary and Secondary Hydrostatic Test The inspector reviewed the following Westinghouse's letters:

letter dated October 14, 1979 from J. A. Tortorice to K. Voytell; and (b)
letter dated October 15, 1979 from K. J. Voytell to J. T. Bento These two letters specified that the steam generator is to be isolated from the reactor vessel and pumps during primary hydrostatic tes The location of the loop stop valves makes the isolation conditions an impossibilit Also the primary hydro tests were performed in accordance with ETA 50006 without these isolation condition being mad The local Westinghouse representative verbably stated that the isolation condition specified in the above two letters were incorrect and the error was typographica This item is identified as an Unresolved Item (50-281/80-04-01) "Isolation Condition" pending resolution on the above stated isolation condition.
