On September 30, 2024, the U.S. Nuclear Regulatory Commission (NRC) completed an inspection at Diablo Canyon Power Plant, Units 1 and 2. On October 3, 2024, the NRC inspectors discussed the results of this inspection with Maureen Zawalick, Vice President Business and Technical Services, and other members of your staff. The results of this inspection are documented in the enclosed report.

SUMMARY
The U.S. Nuclear Regulatory Commission (NRC) continued monitoring the licensees performance by conducting an integrated inspection at Diablo Canyon Power Plant, Units 1 and 2, in accordance with the Reactor Oversight Process. The Reactor Oversight Process is the NRCs program for overseeing the safe operation of commercial nuclear power reactors. PLANT STATUS
Unit 1 began the inspection period at rated thermal power. On August 31, 2024, the unit reduced power to 47 percent to support condenser cleaning. The unit returned to full power on September 2, 2024. On September 14, 2024, the unit reduced power to 50 percent to support condenser cleaning. The unit returned to full power on September 16, 2024. On September 28, 2024, the unit reduced power to 45 percent to support condenser cleaning.
On September 30, 2024, the unit returned to full power.
Unit 2 operated at or near rated thermal power for the entire inspection period.
INSPECTION SCOPES
Inspections were conducted using the appropriate portions of the inspection procedures (IPs) in effect at the beginning of the inspection unless otherwise noted. Currently approved IPs with their attached revision histories are located on the public website at http://www.nrc.gov/reading-rm/doc-collections/insp-manual/inspection-procedure/index.html. Samples were declared complete when the IP requirements most appropriate to the inspection activity were met consistent with Inspection Manual Chapter (IMC) 2515, Light-Water Reactor Inspection Program - Operations Phase. The inspectors performed activities described in IMC 2515, Appendix D, Plant Status, observed risk significant activities, and completed on-site portions of IPs. The inspectors reviewed selected procedures and records, observed activities, and interviewed personnel to assess licensee performance and compliance with Commission rules and regulations, license conditions, site procedures, and standards.

- (1) The inspectors evaluated the biennial emergency plan exercise conducted on July 31, 2024. The exercise scenario simulated a reactor coolant system leak which degraded to the point where safety injection actuation was necessary. This was followed by a loss of power to two reactor coolant pumps; a temperature monitoring system train failure; a small break loss of coolant accident; and electrical system failures which limited use of safety buses to one train. A simulated radiological release occurred via a containment penetration failure, including loss of containment spray capability. Changing meteorological conditions resulted in changes over time to the protective action recommendations.

- TEMPORARY INSTRUCTIONS, INFREQUENT AND ABNORMAL
===60855 - Operation Of An ISFSI The inspectors performed a review of the licensees independent spent fuel storage installation (ISFSI) activities to verify compliance with requirements of the site-specific License SNM-2511, License Amendment 5, and the Diablo Canyon ISFSI Final Safety Analysis Report (FSAR),revision 10. The inspectors reviewed selected procedures, corrective action reports, and records to verify ISFSI operations were compliant with the site-specific technical specifications, requirements in the FSAR, and NRC regulations.
Operation Of An ISFSI===
- (1) The inspectors evaluated the licensees dry cask storage operations, from July 29 through August 2, 2024, during an on-site inspection. The Diablo Canyon ISFSI consisted of seven concrete pads for a total area of 49,980 square feet. Each pad was designed to hold 20 Holtec International HI-STORM 100SA storage casks which are securely anchored to steel embedment plates in the concrete. At the time of the inspection, the ISFSI contained 59 storage casks (out of 140 total possible) loaded with multi-purpose canisters, each with 32 spent fuel assemblies (MPC-32) and the licensee was in the process of loading and processing the 60th canister.
During the on-site inspection, the inspectors evaluated and observed the following activities:
- walk-down of the ISFSI pad and heavy haul path
- fuel loading operations
- heavy load lifts using the cask handling crane to remove the transfer cask with the loaded canister from spend fuel pool to the canister processing area
- processing of the spent nuclear fuel for storage, including bulk water removal, forced helium dehydration, and helium backfill operations
- canister closure welding operations, non-destructive examinations, and canister helium leak testing
- heavy load lifts using the cask handling crane to remove the transfer cask with the loaded canister from the canister processing area to the cask transporter
- transportation of the 60th canister on the vertical cask transporter from the spent fuel building to the ISFSI using the cask transporter
- heavy load lifts to transfer the canister from the transfer cask to the HI-STORM The inspectors reviewed and evaluated the following documentation during the inspection:
- fuel contents for the canisters loaded since the last NRC ISFSI inspection, the inspectors reviewed the contents of casks 59-60 against the license's technical specifications for approved contents
- radiation surveys for dose at the owner-controlled boundary to verify compliance with the requirements of 10 CFR 72.104 for calendar years 2021, 2022, and 2023
- selected ISFSI related condition reports (CRs) issued since the last NRC ISFSI inspection (January 2021)
- quality assurance (QA) program implementation, including recent QA audits, surveillances, receipt inspection, and quality control activities related to ISFSI operations
- compliance to technical specifications for operational surveillance activities and FSAR required annual maintenance activities
- documentation of annual maintenance activities for the sites cask handling crane and vertical cask transporter
- selected licensee design changes and program changes to the ISFSI performed under the site's 10 CFR 72.48 program
