Dear Po-Chieh Ting:

The U.S. Nuclear Regulatory Commission (NRC) staff has prepared an environmental impact statement (EIS), Generic Environmental Impact Statement for License Renewal of Nuclear Plants, Supplement 62, Regarding License Renewal of Diablo Canyon Nuclear Power Plant, Units 1 and 2, Draft Report for Comment (NUREG-1437) (DSEIS). The period to provide comments on this document will end 45 days after the Federal Register Notice of Availability is published, which is expected to be November 1, 2024.

Based on its evaluation in the DSEIS, the NRC staffs preliminary recommendation is that the adverse environmental impacts of license renewal for Diablo Canyon Nuclear Power Plant, Units 1 and 2 (Diablo Canyon) are not so great that preserving the option of license renewal for energy-planning decisionmakers would be unreasonable. This preliminary recommendation is based on: (1) the analysis and findings in NUREG-1437; (2) Pacific Gas and Electric Companys environmental report; (3) the NRC staffs consultation with Federal, State, Tribal, and local governmental agencies; (4) the NRC staffs independent environmental review; and (5) the NRC staffs consideration of public comments received during the scoping process.

The DSEIS was submitted to the U.S. Environmental Protection Agency via e-NEPA and copies are also being distributed to interested Federal, State, Tribal, and local agencies, industry organizations, interest groups, and members of the public. The DSEIS will also be available for public review near Diablo Canyon at the San Luis Obispo Library, 995 Palm St, San Luis Obispo, CA 93403, and in the NRCs Agencywide Documents Access and Management System (ADAMS) at https://www.nrc.gov/reading-rm/adams.html. The ADAMS Accession No. for the DSEIS is ML24299A167.
