DIABLO CANYON NUCLEAR POWER PLANT, UNITS 1 AND 2 - NOTICE OF AVAILABILITY OF DRAFT SUPPLEMENT 62 TO THE GENERIC ENVIRONMENTAL IMPACT STATEMENT FOR LICENSE RENEWAL OF NUCLEAR PLANTS (EPID NUMBER: L-2023-LNE-0004) (DOCKET NUMBERS: 50-275, 50-323)

Dear Adam Peck:

The U.S. Nuclear Regulatory Commission (NRC) staff has prepared Generic Environmental Impact Statement for License Renewal of Nuclear Plants, Supplement 62, Regarding License Renewal of Diablo Canyon Nuclear Power Plant, Units 1 and 2, Draft Report for Comment (NUREG-1437) (DSEIS). The DSEIS includes the NRC staffs evaluation of the environmental impacts of the proposed action of renewing for an additional 20 years the operating licenses for Diablo Canyon Nuclear Power Plant, Units 1 and 2 (Diablo Canyon) and the environmental impacts of alternatives to the proposed action. The DSEIS considers information contained in the Pacific Gas and Electric Company (PG&E) application for license renewal (Agencywide Documents Access and Management System (ADAMS) Accession No. ML23311A154). The NRC staff prepared the DSEIS in accordance with NRC regulations and federal law.

The NRC staff has prepared a Federal Register (FR) Notice of Availability to advise the public that the DSEIS is publicly available in ADAMS at Accession No. ML24299A167. ADAMS is accessible from the NRC website at https://www.nrc.gov/reading-rm/adams.html. In addition, the DSEIS will be available for public review near Diablo Canyon at the San Luis Obispo Library, 995 Palm St, San Luis Obispo, CA 93403.

Based on its evaluation in the DSEIS, the NRC staffs preliminary recommendation is that the adverse environmental impacts of license renewal for Diablo Canyon are not so great that preserving the option of license renewal for energy-planning decisionmakers would be unreasonable. This preliminary recommendation is based on: (1) the analysis and findings in NUREG-1437; (2) PG&Es environmental report; (3) the NRC staffs consultation with Federal, State, Tribal, and local governmental agencies; (4) the NRC staffs independent environmental October 28, 2024

review; and (5) the NRC staffs consideration of public comments received during the scoping process.

Two public meetings will be held to present an overview of and accept public comments on the DSEIS. NRC meeting notices will be published to provide more details about these public meetings.

A separate Notice of Availability of the DSEIS will be placed in the FR through the U.S.

Environmental Protection Agency (EPA). The 45-day public comment period end date is calculated from the date on which the EPA notice is published in the FR, which is expected to be November 1, 2024.
