  • V0GTLE ELECTRIC GENERATING PLANT ILUCLEAR SECURITY TRAINltig AND OVAllFICATION PLAN REVISION 7 In accordance with 10 CFR 50.54 (p), Georgia Power Company hereby submits three copies of Revision 7 to the Vogtle Electric Generating Plant Nuclear Security Training and Qualification Plan. With this revision, Georgia Power Company is removing the safeguards categorization from this entire document. The Nuclear Security Training & Qualification Plan (TQP) has been reviewed, and found to contain no information which could be reasonably expected to assist in or increase the possibility of radiological sabotage. The information within the TQP is generic in nature or exists in the public domain as seen in 10 CfR 73 Appendix B. " General Criteria for Security Personnel."

Each modification of the TQP in Revision 7 is marked with revision bars. The major substantive changes are commitments to follow Regulatory Guide 5.66 (June 1991), " Guidelines for Access Authorization", and a revision to the physical fitness test which better simulates security officer performance during stressful security alert contingencies. A detailed listing of each change of Revision 7 with its accompanying justification is attached.

The information attached is no longer safeguards and is not required to be protected as such. Therefore, it can be placed in the Public Document Room.

Justification: The Training and Qualification Plan has been reviewed and does i not contain any information which warrants protection as

" safeguards information".

Chanae;. Revise the Statement of Intent, page ii, and section 2.0 of the TQP.

Justification: Itplements the requirements of the NRC Access Authorization Rule per Regulatory Guide 5.66. (June 1991)

Chance: Revise section 3.2.1.

Justification: This change reflects in the Code of Federal Regulations relative to Physica' Fitness Testing. Although we currently do not utilize unarmed personnel, tne Code allows the use of unarmed officers, who would not be subject to the physical fitness requirements.

Chanae: Revise section 3.5.

Justification: This change allows officers returning from light duty to provide medical evidence from their own physician relative to their ability to perform assigned duties. This eliminates the requirement to send the individual to a company-retained ,

physician in those cases where this individual is under the care of a personal physician.

Chanae: Revise section 3.6.

hstification: This change modifies the wording in section 3.6 to conform to that contained in the Code of Federal Regulations.

Chanae: Revise-section 4.4.

Jm uification: This change reflects current department' responsibilities.

Chanae: Re-write Annex 1-1 " Physical Fitness Test".

Justification: This change to the " Physical Fitness Test" more accurately reflects the physical demands and mental stress associated with response to alarm conditions.

Chanae: Revise Annex 1.2.

Justifirationi Clarify the " Training and Duty Summary" to accurately reflect the task training associated with various security assignments.
