The. analyses that support the Technical Specifications changes proposed by o Georgia Power Company (GPC) in letter ELV-02166 dated Nor ter 29, 1990,

  • utilized the Westinghouse Revised Thermal Design Procedure (RTDP). At a meeting with the NRC staff on February 13, 1991, GPC was requested to provide additional information concerning the application of the RTDP to the Vogtle Electric Generating Plant (VEGP) analyses.

The requested information is contained in the following documents which are enclosed with this letter:

1. 10 copies of WCAP-12460, " WESTINGHOUSE REVISED THERMAL DESIGN PROCEDURE INSTRUMENT UNCERTAINTY METHODOLOGY FOR GEORGIA POWER V0GTLE 1 AND 2 NUCLEAR POWER STATION-(FOR RTD BYPASS LOOPS)" (Proprietary).
2. 10 copies of WCAP-12461, ' WESTINGHOUSE REVISED THERMAL DESIGN PROCEDURE INSTRUMENT UNCERTAINTY METHODOLOGY FOR GEORGIA POWER-V0GTLE 1 AND 2 NUCLEAR POWER STATION (FOR RTD BYPASS LOOPS)" (Non-Proprietary).

The'RTDP application to VEGP's VANTAGE-5 safety analyses bounds instrumentatioii i uncertainties associated with or without the use of resistance temperature i detector bypass manifolds; therefore, GPC is transmitting the information for  !

both cases. Please note that these anslyses were completed without an  !

uncertainty allowance for Venturi fouling on flow measurements. This additional uncertainty allowance wil1~ be addressed in a separate letter.
