V0GTLE ELECTRIC GENERATING PLANT RE0 VEST FOR REGIONAL WAIVER OF COMPLIANCE Georgia Power Company requests a regional waiver of compliance to _ allow the testing of a containment isolation valve. Due to an inadequately assigned

s functional t'est requirement following a surveillance test, a leak rate test of check valve 016 was not performed after valve reassembly for an_ inservice

, inspection. Check valve 016 serves as the containment isolation valve-inside containment for penetration No. 34 in the containment spray system. (See FSAR Figure 6.2.2-3.) The isolation- valve outside containment .is HV-9001B. In order to perform a leak rate test,. valve 018, a normally open gate valve downstream of check valve 016, will. be closed. Located between check valve 016 and gate valve 018 are two test. connections; a 6" test connection which will be removed to

drain the system:and then reinstalled, and a 3/4" test connection (No.~ 045) which will' have plant service air connected to perform the leak rate test-of check' valve 016. The outside containment-isolation valve HV-9001B will be closed during this test. ' Test connection.014, which is outside containment between check valve 016 and-HV-9001B, will be opened to ensure'the piping system? i between the containment-isolation valves is drained, then closed. Test connection 014 will be_ reopened during the performance of the leak rate test.

Technical: Specifications .(TS) 3.6.1.1, " Primary Containment Integrity," 3.6.1.2,

= " Containment Leakage,";and 3.6.3, " Containment Isolation Valves" are affected by .

testing the'inside containment isolation valve;,i.e., check valve 016. LThe ,

potential leakage pathway through test connection 045, check valve 016, and test-connection 014 may exist longer than I hour during the leak rate test, which .

could exceed the allowable LC0 time in TS 3.6.1.1. The leakage limits of TS 3.6.1.2 may. be' exceeded while performing the leak rate test of check valve 016.

i In the event of an-inoperable containment isolation valve, TS 3.6.3 requires each affected penetration that is open to have at least one-0PERABLE isolation valve.- In addition, the: inoperable valve must be restored within 4 hours4.62963e-5 days <br />0.00111 hours <br />6.613757e-6 weeks <br />1.522e-6 months <br /> or ,

. valve, manual valve or blind flange. By opening the test connections discussed L above, penetration No. 34 cannot remain isolated in accordance with TS 3.6.3.

Nuclear Regulatory Commission l ELV-02102 Page 2 As a compensatory action, compliance with Technical Specification action statements (3.6.3 b or c) will be demonstrated by closing valve 018 upstream of the inside containment isolation valve 016. Closing the gate valve will ensure the penetration remains isolated except when the test connection is opened to ,

allow testing of the inside containment isolation valve 016. Valve HV-9001B is closed and~deenergized in the closed position and will remain in this position during the test of the check valve. Additionally, a temporary' change to plant procedure 24934-1, " Containment Penetration No. 34 Containment Spray Local Leak. -r Rate Test," will be utilized for performing the test of check valve 016-(draft t copy provided to resident inspector). ,

L It should be noted that the test connection is located behind the bioshield .

wall, which serves as a missile barrier for the containment liner plate. The possibility of a missile severing the flexible line from the test -connection to the service air line.is extremely remote. Reasonable assurance is provided that. '

an unisolated pathway from containment atmosphere to the outside will not occur. -

' Based on the discussions above, the proposed regional waiver of compliance will '

not involve a significant hazards consideration and will not involve o irreversible environmental consequences. Testing of check valve 016 will; occur -

with valves HV-9001B and 018 closed. Plant personnel stationed at test connection 045 will be in continuous communication with the Control Room and will close connection 045 if an abnormal condition is observed. Radiation exposure to plant personnel will be minimized since the test connection and-drain line are located behind the bioshield wall. The time the test connection is opened will be minimized.

-On the basis of the above, Georgia Power Company requests the granting of the waiver of compliance from the referenced Technical Specifications to allow

-testing of check. valve 016. We expect to perform the test of the isolation valve upon plant review and approval of the test procedure and receipt of NRC approval of, the request for a regional waiver of compliance.
