North Atlantic Energy Service Corporation (North Atlantic) has enclosed License Amendment Request 92-12. This License Amendment Request is submitted pursuant to 10CFR50.90 and is distributed pursuant to 10CFR50..t The purpose of License Amendment Request 9212'is to propose a change to the Seabrook Station rechnical Specifications which corrects the acceptance value for the sum of the Residual lleat Removal (RilR) System injection line flow rates. As report ;d in Seabrook Station Licensee Event Report (LER) 92-02 00 (Non Conservative Technical Specification Value), the current value for the sum of the RHR injection line flow rates for Technical Specification Surveillance Requirement 4.5.2h.3 is incorrect and non-conservative.

-North Atlantic determined that the RHR system was always capable of performing its safety function and that the plant was never in an unanalyzed condition nor in a condition outside its design basis. One of the corrective actions stated in the LER was the development of a Technical Specification - change request to revise the incorrect value. This submittal-completes that action.

Licenu _ Amendment Request 9212 has been reviewed and approved by the Station Operation Review Committee and the Nuclear Safety Audit Review Committee.

As discussed in the enclosed License Amendment Request 9212,Section V, the proposed changes have been determined not to involve a significant hazards consideration pursuant to the standards of 10CFR50.92. A copy of this letter and the enclosed License Amendment Request 92-12 have been forwarded to the State of New ilampshire State Liaison Officer pursuant to 10CFR50.91(b).
