LICENSEE EVENT REPORT 86-010 (MISSING PIPE HANGER RESULTS IN A POTENTIALLY INOPERABLE PENETRATION), WITHDRAWAL Licensee Event Report 86-010, dated March 11, 1986, identified a discovery of a missing hanger on an ILRT instrument line. The instrument line is a containment boundary and would be expected to meet static and seismic require--

ments. The static and seismic capability of the system was indeterminate as a result of the missing hanger. A conservative assumption was therefore made that *he support was necessary for operability. This assumption resulted in the performance of the immediate and subsequent notifications prescribed by 10CFR50.72 and 10CFR50.73. In additicn, immediate action was provided to reinstall the pipe hanger.

Following the submittal of the Licensee Event Report, an analysis of the system was completed. This analysis was performed through the application of ASME Code Case N-411 and appropriate computer codes. The results of these efforts have shown that the line, without the pipe support, was statically qualified and would have remained operable in a seismic event.

Based on the results of our analysis, this occurrence did not result in a condition that is reportable under the requirements of 10CFR50.73. Therefore, by this letter, we are withdrawing Licensee Event Report 86-010, dated March 11, 1986.
