PALISADES PLANT - ER-76 RPS MATRIX RELAYS The attached event report relates to a failure of an RPS Matrix relay at the Palisades Plant. This type of failure is reportable on a thi'rty-day basis but the report was inadvertently misplaced. The discovery of this emission was the result of the recent emphasis being placed on event reports and an extensive search for this event report which was mislaid during the plant review process.

In an effort to resolve this problem, the plant staff has instituted a formal method of maintaining control of all Palisades Plant event reports. This method of control vill be maintained until the Company computerized status system proves capable of performing this function.

As mentioned in the report, a testing program involving the selection of a re-placement relay is nearing completion. We have performed a series of tests on five different relays that were ordered to specification equivalent to the ex-isting relays. These relays (all dry contact type) have been subjected to a series of tests including surge current, seismic, operating time, etc. Pre-liminary results lead us to conclude that an acceptable replacement relay will
