NRC INSPECTION REPORT NO. 70-1113/97-06

Dear Mr. Kipp:

This refers to the special team inspection conducted on June 23 27,1997, at your Wilmington facility. The purpose of the inspection was to determine whether the Dry Conversion Facility was ready to process licensed materials in accordance with NRC requirements. The inspection included a review of the chemical safety, nuclear criticality safety, configuration control, pre-operational testing and radiation safety programs for the operation of the facility. At the conclusion of the inspection, the findings were discussed with those members of your staff identified in the report.

Areas examined during the inspection are identified in the report. Within these areas, the inspection consisted of selective examinations of procedures and representative records, interviews with personnel, and observation of activities in progress.

Within the scope of the inspection, violations or deviations were not identified. The conclusion of the team was that there is reasonable assurance that the facility can be operated safely and in compliance with the requirements of your facility license, in accordance with 10 CFR 2.790, of the NRC's " Rules of Practice," a copy of this letter will be placed in the NRC Public Document Room.
