COMPLETION OF LICENSING ACTION FOR GENERIC LETTER 92-08, " THERM 0-LAG 330-1 FIRE BARRIERS," FOR UNION ELECTRIC COMPANY, CALLAWAY PLANT, UNIT 1 (TAC NO. M85530)

Dear Mr. Schnell:

By letters dated April 15, 1993, February 10, 1994, December 19, 1994, March 28, 1995, June 26, 1995, December 8, 1995, May 31, 1996, July 12, 1996, October 22, 1996, and January 31, 1997, Union Electric Company responded to Generic Letter (GL) 92-08, "Thermo-Lag 330-1 Fire Barriers," dated December 17, 1992, and follow-up requests for additional information dated

. June 16, 1993, December 21, 1993, September 19, 1994, December 28, 1994, October 23, 1995, and June 14, 1995, in regard to Thermo-Lag 330-1 fire barriers installed at Callaway Plant, Unit 1.

The NRC staff has reviewed your letters. Your responses stated that you have taken the actions necessary to achieve full compliance with your commitments to Appendix R and the separation criteria of IEEE-384-74. As such, by letter dated January 31, 1997, you stated that all corrective actions for the resolution of the Thermo-Lag issues had been implemented at Callaway Plant, Unit 1. On the basis of its review, the staff has determined that you have provided the information requested in GL 92-08 and the actions tracked by TAC No. M85530 are complete.

You should retain all documentation related to the resolution of the concerns with Thermo-Lag 330-1 fire barrier systems for future NRC audits or inspections. This documentation should include an evaluation of the ampacity impact of the previously installed Thermo-Lag material on the cable life of applicable circuits.
