CD&L Carolina Power & LigM Company I

JUN 131990 SERIAL: NLS 90 118 90TSB06 United States Nuclear Regulatory Commission ATTENTION: Document Control Desk Washington, DC 20555 BRUNSWICK STEAM ELECTRIC PIANT, UNIT NO.1 .

DOCKET NO. 50 325/ LICENSE NO. DPR 71 WITHDRAWAL OF REQUEST FOR LICENSE AMENDMENT ONE TIME EXTENSION OF DIESEL CENERATOR SURVEILLANCE INTERVAL Centlemen:

On April 19, 1990 (NLS 90 079), Carolina Power 6 Light Company requested a change to the Technical Specifications for the Brunswick Steam Electric Plant, Unit 1. The proposed change revises the surveillance interval associated with Technical Specification 4.8.1.1.2.d.1 to allow a one time only extension of the surveillance requirement until October 31, 1990. The intent of the .

extension was to avoid a mid cycle shutdown to perform diesel generator surveillances, thereby allowing operation of Brunswick 1 until the upcoming

. Reload 7 outage currently scheduled to begin in September 1990. .

On May 21, 1990, Brunswick 1 ' entered an outage during which time the Technical Specification 4.8.1.1.2.d.1 sutte'illances will te! performed. As such, there is no longer a need for the requested surveillance requirement extension.  !

Therefore, Carolina Power & Light company is withtirawing the license amendment i request dated April 19, 1990.  ;

The Company appreciates the Staff's efforts to process this license amendment &

in support of our requested issuance date. While the need for the requested diesel generator surveillance extension is no longer present, extended operating cycles at Brunswick are making the existing 18 month surveillai.ac interval impractical. Carolina Power & Light Company is currently investigating methods of dealing with this situation and will keep the NRR Project Manager informed of our plans. Please refer any questions regarding this submittal to Mr. M. R. Oates at (919) 546 6063.
