Undervoltage Relay Setpoint (JPTS-89-034)

Dear Sir:

This application for an amendment to the James A. FitzPatrick Technical Specifications revises the 4 kV Emergency Bus Undervoltage Relay (Degraded Voltage) l setpoint . The Authority is changing the reserve station transformer tap setting: during l the 1990 refueling outage, and, as a result, these setpoints must also be changed. The changes also remove an operating restriction imposed by the NRC as part of Amendment 120. The NRC imposed a one cycle limitation pending the resolution of certain technical issues associated with the undervoltage protection system. These  !

lasues have been resolved.

The changes revise Table 3.2 2, " Instrumentation that Initiates or Controls the Core '

and Containment Cooling System,' on pages 70c and 71. Table 4.2 2,

  • Minimum Test
  • and Calibration Frequency for Core and Containment Cooling System,' on page 79 and the associated Bases on page 60.

The 1990 refueling outage is currently scheduled to start in March. NRC staff approval of this enange by May 15,1990 is requested to assure that the plant will return to power on schedule.
