dated April 12,1989, responding to violations regarding the inoperability of the Crescent Area Unit Coolers.

Dear Sir; i This application for an amendment to the James A. FitzPatrick Technical  !

Specifications revises the crescent area cooler surveillance requirements to reflect the modifications to each coolor's control instrumentation. The change revises Specification l 4.11.B.2, " Crescent Area Ventilation," on page 239, to require calibration of the existing temperature indicator controllers or the new temperature control switches.

The crescent area coolers are being modified during and following the March 1990 - '

refueling outage to reduce the potential for silt accumulation (Reference 1). The existing configuration, in which temperature indicator controllers modulate temperature control valves in the service water system, will be eliminated. The new configuration will regulate crescent area air temperature by cycling the cooler fans. Temperature control switches

  • will be installed to turn the cooler fans on and off.

These modifications to crescent area coolers will be completed September 30,1990.

The Authority had originally intended to complete all cooler modifications by June,1990 (Reference 1); however, due to the upcoming refueling outage and the unavailability of laboratory testing facilities, the schedule has been extended. Laboratory testing is required for calibrating the custom flowmeters which are being installed on the coolers.

The coolers are scheduled to be modified one at a time consistent with the ou' of service provisions of Specification 3.11.B of the FitzPatrick Technical Specificatiotd. NRC staff approval of this change is requested by April,1990 to allow a phased implementation of the cooler modifications.
