MC 81078 - Physical Barriers - Protected Area The inspector observed that the licensee maintained the physical barriers surrounding the protected area in accordance with the physical security plan. The barriers were adequate and appropriate for their intended func-tion. A change is to be made in the protected area perimeter fence to include the three new Colt Pielstick diesel generators which are needed during full power operation. This change will be reviewed during subse-quent inspections. (Inspection Follow-up Item (IFI) 322/85-25-01) ML 81501 Personnel Trainir.g and Qualification Inspection No. 50-322/85-16 was conducted to ascertain the ability of the security force to carry out their assigned duties and responsibilities in accordance with the security program. A statistically unacceptable number of failures occurred during testing Central Alarm Station (CAS) and Sec-ondary Alarm Station (SAS) operator The licensee retested all CAS/SAS operators and evaluated the results in order to determine whether:

(1) the training properly prepares an individual for the required tasks; (2) the qualification examination is a valid measure of the knowledge an individual requires to carry out the tasks; and, (3) the indiv auals selected to be operators are properly suited for that assignmen As a result of the evaluation of the qualification test, the licensee determined that the test contained questions which were not within the scope of the CAS/SAS operators day to day duties. The CAS/SAS operating procedures were revised and a new examination was developed for qualifying Alarm Station Operators. This qualification was to be accomplished and the new test results forwarded to NRC, Region I by July 15, 198 . Proposed Revision 10, Shoreham Nuclear Power Station Physical Security Plan On May 2.1, 1985, the licensee submitted to the NRC a proposed Revision 10 to the Physical Security Plan for the Shoreham Nuclear Power Station. The changes were required to provide physical protection for the low power emergency generators which would take the place of the TOI diesel genera-tors. A complete review of Revision 10 changes and site preparations for implementation were made by the inspector during this inspection. The revision became unnecessary on June 14, 1985 when the NRC approved use of the TOI diesel generators as an emergency power source for low power operation. The licensee stopped all site preparation that were related to Revision 10.
